I have a problem to get the correct format. I am expecting "2013/10", but instead I get "2013/00".
Why is that, and how can I fix this?

mm is for minute while MM is for month.

mm is minutes. You need to use MM which is months:

mm is minutes. MM is month. You are using the wrong field.

09 - MM (Month)
14 - dd (day of month)
17 - HH (Hour of day)
19 - mm (Minute of hour)
00 - ss (Second of minute)
Z-0700 - Z stands for Zulu and represents 00:00 hours offset from UTC. So, Z-0700 means an offset of 07:00 hours from UTC. If you want to get this date-time at UTC, you can do so by adding 07:00 hours to 2022-09-14T17:19.

Build DateTime extensions:
Normal Quarter:

Integer division will truncate decimals, giving you an integer result. Place methods into a static class and you will have an extension method to be used as follows:

In SQL Server, one method is:

The first "1" is the column for the month. The year is arbitrary.

I am trying to create tabs with each tab name being the date of the start of each week in the year. So, "Jan 01" then "Jan 08" then "Jan 14" etc.
Essentially, taking x date then adding +7 days and returning that value as a date 7 days from x date.

Why the blazes? Current Value is calculating correctly, but the value of Next Week is way off, it should be showing +7 days from Current Week.
Try these:
The first calculates the start of week tab name for this week. You can pick the start of week day Sun-Sat is 0-6. The second calculates the start of week tab name for next week.

In Google App Script consider the following date formatting code

I'm using MySQL to store my data. I'm recorded dates with different offset according to each timezone. What is important on those dates are only "effective" time. Here is an example:
