How can I convert an Excel table into an HTML table? I want my website to have an upload button where I can upload an Excel file. This Excel file should fill my HTML table.
How can I convert it? Do I have to create a database and read my Excel data from there or are there other ways to do it?
Since it is confidential data, no third party is allowed to read it.
I use the framework Angular so also Typescript.

While SSRS doesn't have built-in functionality for exporting directly to an Excel template, I have a suggestion for a workaround. Use SSRS to export the data in CSV or Excel format. Then, in the Excel template file, go to the Data menu and select Get Data > From File. This lets you use Excel's built-in Power Query functionality to reference the exported file as a data source.
One of the benefits of this approach is that to get fresh data all you need to do is overwrite the data file and then click "Refresh All" in your Excel file. You can also take advantage of the transformation functions that are available in Power Query to avoid repetitive cleanup tasks if needed.

This was done in Excel but I want to do it in MS Access.
There is no easy way to do this; Access can get the table from the downloaded file, but it will be confused by the double-line headers. It can ignore one line but not two, thus the headers' second line will be read as data scrambling the real data.
Excel just does a better job isolating the table with its headers and values. Your best option, in my opinion, will be to automate Excel, using it to retrieve the page and build the table. Then, from Access, link the prepared worksheet holding the table.
Alternatively, use the function DownloadFile found in my project at GitHub: VBA.PictureUrl, link the file, and create a query (using the linked file as source) where you clean up and convert the retrieved data as needed.
I am trying to create a feature which allows a user to upload a txt file or the content of a file from a HTML web page and populate an Excel sheet (Excel template).
My Excel will have some rules in order to assess data populated.
I do not know how to create this bridge and which language is needed? I was thinking of PHP (as there should be some APIs). What about JS?

You can use a library such as SheetsJS to do this. You can both parse and write to Excel with this. You would need to have properly formatted data to pass to it though.

I've generated a table using play's #{list} tag and get pretty decent results. Now I need to be able to generate and download an xls version of the table and have no idea what to do. Any pointers at all will be much appreciated
Well you have various options.
Excel will open HTML files. So instead of rendering your table as HTML you can it to stream it to the browser and set the content type as XLS.
While Excel will open it this it will still be an HTML file rather than an XLS(X) document.
You can generate as CSV from your data model and stream this to the browser. Again this will be a CSV rather than a proper XLS(X) document.
There also seem to be some solutions around which can do it using Javscript. See as a starting point: Generate excel sheet from html tables using jquery
Finally you can can use something like Apache POI or JXLS to generate a 'proper' xls(x) document and stream this to the browser. I have some code here that will export HTML to 'proper' xlsx file if this is the route you wish to go. Workflow is then to create some HTML from your data model and use this to convert to Excel rather than having to programmatically build the Excel document using POI. https://github.com/alanhay/html-exporter
I have an HTML table on a webpage and can edit the contents manually. However, it would make my life much easier if I can copy the data from a file to the clipboard and just paste in onto the form. Can BHOs in IE do this? Any pointers will be helpful.
I have a superset of the data in a file and I don't want to type it all into the webpage.
If your file can be saved as a CSV (using Excel or some other program), then you can use a tool such as the one here (or write your own) to convert it to HTML.
