One way would be to put the navbar on the top layer.
I recommend you to take a look at CSS z-index, which you could use to accomplish this.
Basically boils down to; select your navbar and give it a z-index value higher than the other element(s).
eg;

Note: float:top is not working
So I have this problem, I have Static web page, and i have header section and few others.
But currently right now. Whatever section i set to be under the header section, its just move over the header.
This is first time this is happening, and i cant reslove it.
On first i tought its problem in browser, but it is same on every one that i tried.

A combination of z-index:10000, which will give this element priority over everything (so being on top all the time), and position:fixed, which will make that element have a fixed position in the said place no matter the scrolling are, the culprits. Removing those two CSS properties would fix your "issue".
I have tried literally everything to try and make the exit icon show up on the menu by giving it an index of 999 but still no luck in making it show, any idea why it is not working?

When you use position:fixed it takes the element out of the flow. Therefore the rest of the page starts at the top as if the fixed element doesn't even exist. This means that applying margin or any other CSS to it won't affect any other elements.
Instead you need to add space for it on the rest of the page, e.g. add padding or margin to the top of the next element, e.g.

For easier maintenance, it might be better to add outer container for all pages to add this space, especially if the first element in each page is not the same e.g.

Thanks for the recommendations guys. All three are correct.
Adding padding-top: 50px; to .introduction worked, and so did adding padding-top: 50px; to the body and then putting top: 0;, inside topnav.
I'm trying to float: right my the email/tel and toggle menu button to the right side of the page but have it in the order: email/tel/toggle menu button (toggle menu button on the furthest right). I want the items to push each other across as the window narrows and then I already have a #media to get rid of the tel and email at a certain width.
The toggle menu button is ahead of my contact details but I figured that if they were all set to float right then then order that you put them in the html should determine how they appear on the page?
Also, as another question, my children menu of drop down menu (under services in my code pen) don't line up with the main header, what css do I need to add/change to fix this?

I would recommend you going for using flexbox, it will be much easier then trying to align inline-block elements.
