Google Maps Javascript API Directions quota, usage limit (after june 2016, client-side)

I am creating a hybrid mobile application with Google Maps Javascript API v3 and I would like to use the Directions javascript service on client-side.
I just read that the policy of usage changed in june 2016, so now the 2500 daily request quota is valid for the client-side requests as well.
I would like to know if the daily quota can be used up individually in our client's devices or they have to share the quota alltogether.
For example if 3000 customer uses our mobile app on a daily basis than after 2500 of them made a direction request, the other 500 will not be able to do?
The quota number is based on the device or the application?
Thank you in advance!
It's now the total across ALL clients.

WindowsPhone app and GoogleMaps limits

My goal is to write a windows phone free app (with some ads) with milions of google maps requests per day. This request will come form thousands of independent users (free of any charge).
However, the problem is google maps API limits. For simple things, like getting maps or geocoding - no any API key is required. However if I search for places (e.g. Pizza in London or Cinema, Paris or Doctor AnyCityHere) - than 'places API' is accessed. It is limited for 100k requests per day per API KEY (not per user) so if my app will be succesfull it will stop working very soon each day.
According to https://developers.google.com/places/uplift - I can use "Places Library..." rather than "Places API web service" - in order not to use API key, and make limits counts for each user, not entire App. The problem is, that this alternative solution is a JavaScript library, and probably can't be used in WindowsPhone App, am I right?
So the question is: can anyone tell me how to give WindowsPhone users a reliable google maps solution, that makes places searach requests limit for single user, not for enitire app?
For now there is no point to write succesfull google maps client for WindowsPhone because getting success means you either stuck because API requests limit, or you have to pay google for this, am I right? or I am missing something?
You can use Nokia Maps which is based on the powerfull maps of Navteq

google map usage

Does any have nay information on usage of google map in busines/commerceial use?
Is there a limit on how many times an individual can use the google map to view daily info, when used commercially.
or the restriction is set on the business or the ip?
I am planning to display information on google map , where other userd can view such information using google maps.
Thanks in advance
From the Terms of Service:
10.1.2 Restrictions against Commercial Use.
(a) No Fees. You must not charge users or any other third party any
fee for the use of the Maps API Implementation, the Service, or the
Content, except as permitted under Section 9.1.2 (Exceptions).
(b) No Direct Marketing. You must not print more than 5,000 copies of
sales collateral materials containing a screenshot of the Content for
purposes of commercial sales lead generation ("Direct Marketing") or
incorporate the Content as a core part of printed matter (such as
printed maps or guide books) that you redistribute for a fee. You must
contact the Google Maps API Premier sales team to obtain a direct
license if you desire to do either of the above.

Suitable map API for tracking

What is the most suitable map API for vehicle tracking and fleet management service?
FYI, from Google map terms of service-
License restricted for- (c) dispatch, fleet management, business asset tracking, or similar enterprise applications (the Google Maps APIs can be used to track assets (such as cars, buses or other vehicles) as long as the tracking application is made available to the public without charge. For example, you may offer a free, public Maps API Implementation that displays real-time public transit or other transportation status information. If your Maps API Implementation is deployed internally or you are charging for use of your Maps API Implementation, please contact the Google Maps API Premier sales team for more information);
I am not comfortable with this clause. Do I need to pay if I integrate google map in my tracking application where users are supposed to pay for the tracking data storage and service?

Do I need to pay if I integrate google map in my tracking application where users are supposed to pay for the tracking data storage and service?
Yes, that's what it says.
Contact Google and get a quote. For another use we got a quote that was quite reasonable -- your use might be more expensive.

Using GoogleMaps, or Bing pseudo-commercially?

I have an app for which I have extensive use of geocoding, and map plotting. I'd like to make money off it, but not pay the $10k tax since I'm a little guy.
I was thinking about offering the mapping aspects of the app for free, but charge for additional add-ons/features.
Would this be breaking the google licensing?
You can normally use the free Google Maps API if your Maps API implementation is generally accessible to users without charge. You may require users to log in to a section in your website where you would have the Maps API Implementation, but you must not require users to pay a fee. (Google Maps API Terms of Service)
Unless you have entered into a separate written agreement with Google or obtained Google's written permission, your Maps API Implementation must not:
require a fee-based subscription or other fee-based restricted access; or
operate only behind a firewall or only on an internal network (except during the development and testing phase).
In addition you mentioned that your application will use geocoding extensively. Server-side geocoding with the free Maps API has a limit of 15,000 request per IP address per day. (Google Maps API FAQ)
I would suggest getting in touch with Google first, describing your application. They should be able to classify if your application can work within the terms of the free Maps API or not.
