I'm trying to set a custom icon for a html on IE, with the following code:

The files are also in the correct folders and the name are also correct. And I've also set the rel to shortcut icon, but the icon won't show on IE. Any idea?
With Internet Explorer you'll need to use a real .ico file (not a renamed one) - you can use this site to generate one.
You'll also need to specify <link rel="shortcut icon" href="favicon.ico" type="image/x-icon" /> in the head tag to make it appear in Internet Explorer.
Finally, ensure you're hosting the webpage on a server (http:// prefix), since Internet Explorer won't render favicons correctly when running files from the file system (file:/// prefix)

It's the same as adding any other external script or stylesheet. All you have to do is focus on giving the correct path and rel and type.
Note: When my favicon image was in the assets folder, it was not displaying the favicon. So I copied the image to the same folder as of my index.html and it worked perfectly as it should.

I've experimentally tested that when multiple shortcut icon links are provided, as long as each link has some different attribute such as the type or size, the browser will pick the best icon depending on factors such as the screen DPI or the accepted MIME types.
As a matter of fact, I have the following snippet in the header tag of a website I made:

I've noticed that every modern browser will pick the PNG version of the icon. In fact, I haven't seen any usages of the MS-ICO version of the icon, although I haven't tested if older browsers (such as older versions of IE) will pick the ICO version over the PNG version.
When a HiDPI screen is used, I've noticed the 32x32 version will be picked in order to be presented as a 16x16#2x favicon in the tab. Otherwise, the 16x16 version will be picked. Moving the browser window from a HDPI to a non-HDPI browser window will make the browser re-evaluate the current favicon and if needed, it will change it.
The proper link relation (link rel="") for creating a bookmark icon doesn't include the word "shortcut" .

There are some sites which don’t even declare an icon. All browsers will simply check for a (favicon.ico) file at the root level of your website.
Shortcut is simply a workaround to designate an icon that is not named favicon.ico.
i.e You will have to use “shortcut” if you need multiple icons for various pages or subdomains. (also you need to specify a path to a specific ICO file.)

Have you tried converting the .png file to a .ico file using an online favicon generator (like this one)? If you upload an .ico file to the site's root directory, most browsers (including Chrome) should automatically pick it up. Even without a reference in the html head.

I had a problem with displaying my favicon in Chrome. It works fine in FireFox, but I can't get it to display in Chrome. Also, something else I would like to ask is if you have to actually have a website on the web to display favicons because I took the link to the favicon from this website and tried it on my html code and it worked just fine. Something else to note is that the file is up a directory, so I don't want people to correct me on the ../ that appears in the code. Like I said, it works in FireFox. Thanks in advance.

No, you don't have to have the website on the web to view favicons in Chrome. It happens because Chrome old versions do not support favicon hosted on your computer. The favicon has to be hosted on an internet server. Use a photo hosting website. I recommend ImageShack.
After, just do this:

Major browsers support PNG, JPG and GIF as extensions of the favicon. It doesn't has to be .ico, but it's good to use it.
Just add the following lines to your head tag. That will supports the major browsers.

Yes, there are some problem with the chrome while you work on a local machine.
Try uploading your webpages to any web hosting site and there with http:// this will work fine with every browser.
IE may also not work for this on local machine. Try it in Firefox of safari
