In RFC8011 p.152 there is a common list of state-reasons that a printer can have. In my testing, this list seems to be very incomplete. Is there a more complete list available for CUPS?

The cups source code seems to illustrate quite a few state reasons that don't appear in that RFC. Since the same author -- M. Sweet authors both the RFC as well as maintains the CUPS source code, this may be worth file as a bug report on GitHub to see why the two have diverged.
For example, in 2013, cups-waiting-for-completed was added and about a day later was renamed to cups-waiting-for-job-completed,
which came 4 years before the latest 2017 release of the RFC.

Persist it as a CLOB data type in your database in the likely event that the length is going to exceed the limits of a varchar.
There are so many potential answers here -- you'll need to provide many more details to get a specific answer.
Database
What database are you using -- is it relation, object, no-sql? If you come from a no-sql perspective -- saving it as a lump is likely fine. From a RDBMS perspective (like SQL Server), you map all the fields down to a series of rows in a set of related tables. If you're using a relation database, just jamming an unparsed, unvalidated lump of JSON text in the database is the wrong way to go. Why bother hiring a database that provides DRI at all.
Data Manipulation Layer
Included in your question is what type of data manipulation you'll use -- could be linq to sql, could be straight ADO, a micro ORM like Dapper, Massive, or PetaPoco, a full blown ORM like Entity Framework or NHibernate.

Parsing in WebAPI
Convering from JSON to an Object or an Object to JSON is easy in WebApi. For JSON specifically, the JSON.Net formatter is hanging around. You can get started by looking here, here, here, and here.
Conceptually, however, it sounds like you're missing part of the magic of WebAPI. With WebAPI you return your object in it's native state (or IQueryable if you want OData support). After your function call finishes the Formatter's take over and serialize it into the proper shape based on the client request. This process is called Content Negotiation. The idea is that your methods are format agnostic and the framework serializes the data into the transport format your client wants (xml,json, whatever).
The reverse is true too, where the framework deserializes the format provided by the client into a native object.

As you can see, some <Filing> tags also contain <Contribution> tags, but others do not.
I see two objects here: contributors (i.e., lobbyists) and contributions (i.e., a transaction between a lobbyist and a member of Congress).
I'd like to load these records into a MySQL database. To me, the logical structure would include two tables: one for contributors (with fields for name, ID, address, etc.) and one for contributions (with amount, recipient, etc., and a relational link to the list of contributors).
My question: am I approaching this problem correctly? If so, does this data schema make sense? Finally, how am I to parse the XML to load it into the MySQL tables as I've structured them?
Solved: I'm using a Python SAX parser to process the XML file.
If you are using MySQL version 5.5 you may find the LOAD XML command useful.
That being said, LOAD XML appears to be geared towards loading data into a single table for a given XML file, so it may not work for your specific files.
Tradiional approach for these kind of problems is to use an ETL tool.
Do you already have such tool (E.g. Informatica / Talend) in your organization?
Another approach is to write a small utility to parse these XMLs and load this data by creation of master detail relationships in MySQL.
I've been refactoring Media Browser and have started to define a proper inheritance model for our domain objects
so I have
BaseItem
-> Video
--> <Need a name for this>
---> Episode
---> Movie
-> Folder
--> Season
Essentially tv show episodes and movies have some attributes in common (like actor or director listings) so I need a name for this common base class.
I don't want to chuck this in the Video base class, cause thing like mpegs that you record on your camera have no actors or directors so they are simply Videos ...
Any help with a name would be much appreciated..

Well, in plain English, I've always just called them shows. "Going to see a show at the theater." "Did you catch that show on the History channel?"
I am fairly sure that the TV/cable industry has a term for this since scheduling a channel's lineup for a particular day involves scheduling these X's (feature movies and show episodes). I'm not sure what the term is in English though. I thought it was a program or broadcast, but I think it is more general.
I definitely agree with #Richard but I would suggest you skip the extra level "Video" and replace it with "Shows"... If the main aspect is to keep it user-friendly.
However, I think the main problem is that you are mixing up folder structure (user interface structure) and class inheritance (internal structure).
If it was for the code only you could have something like (example only, the terms may are just made up):

But you could still show it to the user as:

Coming from the television industry the common terminology is usually:

Actor (who played or voiced the character)
Director
etc.
The way I see it, its not such a big deal storing your actors inside the episodes since you can always consolidate them using a method or property on Series to get all the actors. For example:
allActorsInSeries = Series.Actors;
This format can still be applied to feature films since the episodes simply represent the film and its sequels.
Episode and Movie have professional production in common, as opposed to your outside case of personally-produced video. How about ReleaseVideo or CommercialVideo?
MediaItem?
Maybe even swap MediaItem and Video so you can extend it to audio?
What comes to mind:
Distribution (this would allow you to have Professional and Amature too)
Broadcast (not really, but might get you some other thoughts)
