Even I have faced the same issue.
What I did is I just opened dev tools in separate window.
Click on the 3 dots icon then you can find dock side option, In dock side select the first option which will pop out the dev tools into new window.
In this image you can find the dockside option
This is how the dev tools window will open
Now you can view the entire web page as well as dev tools.
I've just installed Canary and opening DevTools they appear docked to the right so I thought I'd just dock them to the bottom of the screen but the three-vertical-dots menu to the left of the X don't work, I get a tooltip: 'Customize and control DevTools' but I can left-click to my heart's content and nothing will happen.
The ordinary version of the Chrome browser works fine.
I'm on Windows 7, 64bit.

Google Chrome dev tools no longer lets me re-position it to the bottom of the page instead of the right side. Anyone know how I can re-enable this function? It makes it very difficult to use it in certain screen layouts.
I'm using Chrome v 33.0.1750.154 m

Interestingly, the opposite is true in Canary(v 35.0.1900.0 canary). In canary dev tools are stuck on the bottom and can't be re-positioned to the side.
Is there some check-box I accidentally clicked or what??
Currently I can only dock or un-dock the dev tools panel, but the option to change it's position inside the window is gone.
If you click and hold the dock/undock button you get the option to reposition.
Cmd-Shift-D also works, as I just found out
When I bring up the dev tools in Chrome Canary, it just appears as a black box. I have it set to display in another window rather than overlaying the actual page, but as said, the inside of this window is just black. If I hover the mouse over it, it highlights the elements on the page accordingly.
I have tried: Looking for settings to dock it back into the screen, restarting CC, restarting my computer, reverting to default settings in the CC menu. None of this has changed a thing unfortunately.

Same thing happened to me, starting sometime in the past two days. I tried everything you did and also tried reinstalling Chrome Canary, no dice. My solution was to dock the developer tools back to the main browser window by clicking in the upper-right corner of the black box, where I think the dock icon usually is.
I want to increase the screen real estate for my Chrome app. The Address Bar is useless in a Chrome App and I was wondering if there was a way to disable it.
You can run Chrome in application mode.
Windows:
Chrome.exe --app=https://google.com
Mac:
/Applications/Google\ Chrome.app/Contents/MacOS/Google\ Chrome --app=https://google.com
Linux:
google-chrome --app=https://google.com
This removes all toolbars, not just the address bar, but it will definitely increase your real estate without having to use Kiosk mode.
Visit the site you want in Chrome.
Click the Chrome menu in your browser toolbar.
Select "More Tools" > "Create shortcut…"
Check "Open as window", press "Add"
Once you launch from that shortcut it will be a window without toolbar.

CMDControlF goes fullscreen
CMDShiftF hides the navbar
also worth noting ... → More Tools → Create Shortcut... creates a standalone Application, just make sure you're logged into the Chrome Profile you want to be active

Uncheck Always Show Toolbar in Full Screen in View menu:
and go to fullscreen then:

In the latest version of Chrome (Version 50.0.2661.94 m) you can accomplish this by going to the menu and then clicking -> More Tools -> Add to Desktop. You will then want to check off "Open as Window" in the popup that appears and then click "Add". Screen shots below:

1st toggle on Full screen:
cmd-ctrl-f
2nd toggle on hide address bar, tabs and all
Just repeat to undo or hover above top
cmd-shift-f
Undo by repeating backwards:
cmd-shift-f undo hide
cmd-ctrl-f undo full screen

wanted this done for a 'YouTube Pop-out Player' without Chrome Address / Toolbar or Bookmarks Bar; solution ended up being a small edit of MarkHu's answer (because of new updates, i guess?)
Go to the page you want altered, select Chrome Toolbar's 'Hamburger button' (3 horizontal lines).
From there: More tools > Add to desktop... > Open as window (tick box) > Add (button).
... and, simply open your page from the new desktop shortcut, adjust as needed, and enjoy!
Even though the question is about gaining some space removing the address bar, you can also gain some space by toggling the bookmark bar on and off, using Ctrl + Shift + B, or ⌘ Cmd + Shift + B, in Mac OS.

Now when you open the shortcut it will open in a window without toolbar.
Vivaldi Chromium-based Browser can hide the address bar for my Home Theather PC. Using that app you can show/hide a floating bar with F8 key.
