I started learning to create google actions.
so i created very basic google action. which invokes by 'hey google talk to Doctor Strange'
and after adding 1 more transition which displays suggestion. I saved it and trying to test it.
but continously getting error.
cloud function deployment failed.
i am continously trying to test it but getting error.
Can anyone help me what i am missing?

As you surmise in your comments, using the Inline Editor for the webhook fulfillment requires you to have billing enabled for the cloud project it is attached to. (This is because it uses Cloud Functions for Firebase under the hood, and this requires billing to be enabled, even if you limit yourself to the free tier.)
You don't need to use the Inline Editor, or even Google Cloud Functions, for your webhook. All you need is a public HTTPS server that can accept and respond with JSON.
Maybe a strange question, but how long will google support http on cloud functions. Be default the https version of a cloud function will be used ofcourse.
But some IoT devices aren't able to create a secure connection and can only send (already encrypted) data straight to an IP addresses or http urls.
A static IP address pointing to a cloud function is not supported, but I do can send GET requests to the http version of a cloud function endpoint.
The only big thing is: If Google will ever redirect http to https, data will not come in anymore.

Your question seems to be asking about the future of Cloud Functions. There is no public roadmap for the development of Cloud Functions, so it's not really possible to say with certainty whether or not HTTP support will ever go away. I suggest contacting Google Cloud support directly if you need a more definitive answer.

The command used to deploy is:
firebase deploy --only functions
A temporary solution is fine, but if you can help me to solve it permanently is better.

In my case, the App Engine default service account was deleted. It looks like this: {project_id}#appspot.gserviceaccount.com
So I had to restore the service account like this:
You can now recover the deleted service accounts from https://cloud.google.com/iam/reference/rest/v1/projects.serviceAccounts/undelete
you have to get the UniqueID of the service account from https://console.cloud.google.com/home/activity

Firstly navigate to Google Cloud Platform and view your service accounts.
try and find <project_id>#appspot.gserviceaccount.com' in your list of service accounts for the firebase project, it is linked to the App Engine.
if '#appspot.gserviceaccount.com' is missing you can not deploy anything(SEE EMAIL WITH GOOGLE BELOW), if it isn't, check and see if it's enabled, try disabling it and enabling it again.
#appspot.gserviceaccount.com is pre-installed by default, regardless of a paid account or not. try and recall if at any time you may have deleted it after or before deployment.
Now if you have for any reason deleted it over a period of more than 30 days than you can not retrieve it, and you must create a new firebase project. However, if it is within 30 days you can undelete it.

The only workaround available is to create a new project and deploy the service desired there. I know this could not be the best option for you nevertheless it is the way this works by design.

lastly here is a helpful command line that will help you debug this, however, it won't help if there is no service account, it'll just highlight the obvious:
firebase deploy --only functions --debug
this was my error:

Following the error message, you could enable the API by console accessing this url and enable the api.
Or by gcloud command:
gcloud services --project <project_id> enable cloudfunctions.googleapis.com
As the other stated, sadly, you need to use the default service account.

I have lately been experimenting around (as a noob!) with Webhook. However, I seem to be stuck with an "actions-on-google:error No user object" issue.

The inline editor uses Firebase Cloud Functions and the issue is that Firebase isn't allowing you to make external requests ( EXT_PRAYER_TIME_API_URL = ...) with the current plan (see Cloud Function Pricing). You need to setup a billing account with your project and change your plan to one that allows you to make outbound requests.
I have an app that uses spring rest and deployed on PCF. Now inside the code I have to get the number of PCF instances running currently. Can anyone help?
Before I answer this - why do you want to know? It's an anti-pattern for cloud native apps to know about their peers; they should each be working in total isolation.
You can discover this by looking up application details by GUID in the CloudController. You can get your current app's GUID in the VCAP_APPLICATION environment variable.

In order to hit the CloudController your app will need to know the system domain of your Cloud Foundry (eg api.mycf.com) and credentials that allow it to make that request.
