Now when i submit this in google sheet add on gallery, and people start using my extension, will I need to pay any bill for this google cloud platform project OR when they install it they will be using their google cloud platform resources?

Unfortunately, Google API services requires you to add your card details. There is no way to access Google Cloud services without filling in your card details.
You can try creating a virtual card using services like https://privacy.com/ if you are concerned about your card safety. You can use that virtual card to enable billing on Google Cloud Project.
You can't use Google Map API without adding billing info. It costs real money as soon as you go over your allotted $200 per month. In order to ensure you are charged in case you happen to go over $200, you must input credit card details. You can use something https://www.stripe.com/ if you have a business or services like https://www.adyen.com/issuing, and https://privacy.com/

Enabling Advanced Google Service in Apps Script for Google Drive API - Does it cost anything?

I need to enable the Advanced Drive Google service in order to be able to use Google Drive API. I need it because, only with this API, can I share Google Drive files programatically without sending emails to the users.
When enabling Advanced Google services, I'm asked to agree to the Google Cloud Platform and Google APIs Terms of Service. My question is, "Do I expose my account / my company, to costs by enabling advanced Google services?" I just want to use Google Drive API to make use of one method only.
There is no cost to enabling the Google Drive API for use with Apps Script.
Use of the Google Drive API doesn't have a cost associated with it.
There are three quota limits for the Drive API, which are controlled through the Google Cloud Platform, not through Apps Script. It's highly doubtful that you'll hit those limits. The limit for Queries per day is 1 Billion. But even if you did hit a Drive API quota limit, there is no cost, the API would just stop working.
To be charged for any API, you'd need to enable billing and set up a billing account. It's good to understand the liability before making a commitment. If you ever decide to pay for a service, make sure that you know how to shut it off. There should be tools to keep track of how much of a quota that you've used.
If you hit the storage limit in your Google Drive, then you can "upgrade" to a higher storage limit, which would cost you something. Users with personal (free/consumer) accounts can pay for more Drive storage with a product named Google One.
If you have a Google Workspace account, then extra storage can be purchased also, but it's different than Google One.
There are Cloud Computing Storage products that do cost something, but they probably have a free tier.

Google Map (API ) Pricing

We want to develop a Vehicle Tracking System. We are designing a software using Python-Django and JavaScript Template. We are using google map. But it is free of cost. With the help if gmplot python package I am able to generate location on google map. If I want to further extend it to source and destination track information. Will it cost and if it is then on what basis? I have checked the Google API on google developers site. But not able to understand the pricing plans. Can you provide simple explanation about using google maps in our web applications?

It is against the Google Maps API terms of user to use it for vehicle tracking applications without purchasing the license from Google. Search "fleet management" at below link:

Should I list my new app on the google apps marketplace, or is the chrome web store enough?

I want to list a new application that will integrate with the Drive UI. Should I list it on the Google Apps Marketplace?
This seems like an obvious "yes," but the documentation seems to say that I only need to upload a manifest file to the Chrome Web Store.
I've been very confused by seemingly contradictory docs and links across different brands, versions of documentation, etc. If anyone can share a succinct list of steps to making my app available to install on a Google Apps domain, I'd appreciate any tips!
You should list your Drive App on the Google Apps marketplace if you want Google Apps Customers use your app. You can list your apps for either Enterprise users or Consumers (gmail and the like) but not both. To list your Drive App in the Marketplace, make sure you specify "container": ["DOMAIN_INSTALLABLE", "GOOGLE_DRIVE"] in your manifest. Note that you should not specify the app member in the manifest as that would make it a consumer app and is not compatible with the Google Apps Marketplace.
We're constantly working to improve our documentation but your feedback is noted.

google places listings migration to google plus business

I have a business listing under a google places account.
Google said that we can still editing the business using the same google places account.
The business isn't showing up anymore at google maps, can't find it, which is correct because the listing is showing 0 impressions/actions.
What should I do?
Is there a kind of migration in order to create a google+ page? How? Can't find it.
Simply ignore that listing and start fresh at google+ for business?
The information I find over the internet is vary confused.
What you say?
There are multiple paths to completing this task. The best one is likely to use the Google Places dashboard
You can use that tool to add or edit business listing, to verify ownership, and to enable the business to appear on maps.
Additionally, you can create a Google+ Page for your business, which helps for both Google+ users in Google+ Local as well as for maps. Choose the Local Business or Place option.
You Can visit Google Places dashboard by creating an Account.
