i can only use html said my supervisor, just to make things easy and simple.
My question : Can i add excel files to my html based system and if so , is it possible to work, save and edit the excel file. Its hard to find answers on google that's why i'm asking here maybe someone will know...

Hello As per me It is not possible only with Html .
Html is only Used for Displaying Valuesor Contents (Static only).
If you want to do some Dyanamic functionality Like CRUD operations then you should Use Script (javascript,v.b script) to perform such functionality

I have tried to find an answer but am not finding what I am looking for. I am using hostinger to host my website and using their built in design software. Their csv output creates a csv file with all parameters in one column instead of each parameter in its own column. I believe programming is in html and I don’t have access to base code but I can add to the “header” of the code with custom code. Does anyone know what will help me to solve my issue?
I haven’t tried anything yet as I’m not very familiar with html and Hostingers support team told me to look here as they specialize in hosting and support of that, not programming.
are you using their Website builder and a pre-designed templates ?
if you think the problem come from website template, you can delete that section and use custom html code

I have removed all of the home function using remove_action. How can I add the table and then how can I add the pictures inside each cell? Is it only matter of CSS or do I need to add HTML code for this? I recently joined word press community and this is the only thing remained to complete my website. Really appreciate any help!
NO, don't use tables. I think what you actually want is just to display something that looks like table.
You need to code both html and css for that.
You can use any of popular css frameworks to help you out, or you can code it yourself using, flex, floats, or grid...
When you are done then with wp functions you need to render that data in your wp theme.

I recently wanted to change the template of my WordPress website and use React tables.
But this would cause my site to drop in Google rankings, and in terms of SEO, this would not be a good thing.
That's why I decided to use my template pre-built tables and change the files to my liking in the settings section by editing css files.

I have been learning HTML + CSS via online courses like codeacademy and W3schools. I have a very simple grasp as to creating webpages and I want to play in a "sandbox" by creating pages and just messing with stuff.
I'm looking for somewhere I can type in my HTML and CSS and have it display on a webpage just like any other page I look at. I haven't been able to find anything quiet like that, other than the courses themselves. Is there even such a thing?

You can download a coding software such as Brackets. Save your html file as index.html and your css as styles.css (per example) in the same folder.
Simply click on them in your computer's documents and it should work, opening in your default browser. You don't need an "online" tool for html/css.

I think JsFiddle would work for what you want. It also allows you to incorporate javascript as you begin to branch out. Plunker is also something I would recommend as it has a "live preview" where your page will automatically display as changes are made.
Get a free website from a site like 000webhost. Then, you can upload and edit code in real time on the server and view it on eg. http://example.freehost.com and you can view it real time. Also you could use software like notepad++ and edit your code before uploading it. Make sure your homepage is index.html
sorry for this ultimately newb question. I want to create a menu and not have to repeat the code of the menu on every single web page. I have done this with iframes in the past, but I know they aren't recommended. I have a pretty decent knowledge of HTML & CSS but I feel like I am missing something big here.
I am also not looking for the PHP solution which I believe is represented by:

Is there a good tutorial I can follow? I've heard this can be done with XML but I haven't been able to find what I am looking for exactly, and don't have any knowledge with it in the past.
In what I think is a related problem, I want to be able to place my google analytics code on just my index page and have it reference the entire website of pages, not just the index. Again, what am I missing here? Do I need to be using a content management system of some sort to pull off this slightly dynamic task? I don't think so...

Why don't you want to use PHP? It can be done with JavaScript (using AJAX), but you need to provide search engines with a way to crawl your site if you go that route.
Using includes in PHP to achieve this is simple and requires extremely little knowledge. Much easier and more efficient than doing it with JS. Also, I don't see how XML would be of any help here unless you read it in with JS (in which you'd have the same issue mentioned above.)
Use server side includes as mentioned already. They are support by pretty much all major webservers so php is not even required.

I'm not really sure what options you have other than a .php include. I'm not sure of why you would be avoiding PHP unless the server didn't support it, as it's very simple to do an include (you really don't even need to know PHP to do this except for the include statement).
For your analytics code, you could put this in a .js file and just include it on every page:

How about javascript? You could write a Javascript file that is included on each page that you wish to display the menu. The javascript could read an XML that contains your menu items and generates HTML to display the menu.

I'm looking for a HTML editor that kinda supports templated editing or live snippets or something like that.
Background: I'm working on a website for a friend. As there are no specifications what the webspace/webserver can or can't do, I decided to make it a pure HTML/CSS page, or rather 10 of them. I wrote a template, copied it 10 times and edited the content. And guess what, the template has to be changed.
Therefore I'm looking for a (HTML-)editor that has some kind of live template system where I can edit the content in as it where plain text and then save the project into the 10 pure HTML/CSS files.
I thought about using PHP (the only script language I've some knowledge in), but writing the underlying template script would cost me enough time that I could change all files by hand. I'm not that familiar with AJAX to know if there's a way to load content from another file. If so, this would be an option if there already is a script. With Webdeveloper (firefox extension) I could save the generated source code as HTML/CSS.

Edit2: In my mind the tool looks like a plain old text editor like SciTe, but capable of editing multiple files simultaneously in the same text area, so it looks like editing one ordinary file, but actually it's a whole bunch of files.
Dreamweaver will do this for you, it's had HTML templating of the type your describe built in from very early versions (because from how you phrase the question I do not think you're thinking along the lines of a PHP templating engine such as Smarty, but some sort of HTML layout formating)
Although I regularly look around for Dreamweaver replacements, and I've certainly been impressed by Aptana, I still tend to use Dreamweaver in my development stack simply because whereas I can compensate for some of the more coding-orientated features it misses, I find the WYSIWYG nature of the editor invaluable.
I would have used a template engine.
I wrote a post about a dead simple script using the Dwoo template engine and mod_rewrite, where I am taking the uri and loading the forrect data and template based on that. You should be able to get it running in a few minutes.
Maybe I am way off on this, but why don't you look into an Open Source Content Management System (PHP/MYSQL)? There are MANY light systems that are not like Drupal, Joomla (if you do not want the big bulk of those CMS's).
There are even a few good ones for light web design that are flat file driven.
That would be my suggestion, at least if not for this project, look into it for future projects.
