Drupal 8 installs only after multiple tries using IIS - mysql

I experienced a very strange issue with Drupal 8 (no issues with other CMS programs, just 8), and so far the developers I encountered have not experienced this error. I am using IIS and My SQL for this setup. This error occurs with a new database, and a default settings, where the database has not even been implemented into the settings.php yet.
The following is what has occurred: At the database configuration page, I entered the database information, (select My SQL, database name, username, password, host, port number). Once the information is filled, I select "Save and Continue". Then, The page loads for a couple minutes; stating "waiting for localhost" at the bottom of the browser. Next, I am leaded to a page stating "Drupal already installed". So I delete the settings, and create a new database. I refilled the database information at the Database configuration page, and the error occurred again, stating "Drupal already installed". I redo the process until about the 5th try, Drupal installs displaying the loading bar.
Does anyone know the reason for this happening? Why does it say downloaded already, but then downloads after redoing a couple tries? Can speed be the factor?

MySQL server has gone away after no changes

I'm currently writing a laravel application (7.4) and haven't had that many problems, then I cam back from the just gone weekend, booted up the local environment with artisan serve, and I've gotten the following;
SQLSTATE[HY000] [2006] MySQL server has gone away (SQL: select * from actions where date(time) = CURDATE() and type = hitBudget order by time desc)
That error comes up whenever the main page loads, which has a controller on it to fire off a query to populate something. The table is most certainly still there, as is the database as the LIVE version us still up and running. the IP in the .env file still points to the same server, the database credentials haven't changed at all, the only thing I recall valley is updating composer packages on the server a day or so before this happened.
Most solutions so far have pointed to timeouts, but the error occurs instantly and local works off the exact same database and tables that live does, yet live works fine.
Edit; I've done some fiddling and discovered that this error comes up regardless of what is set as the databases credentials in the .env file, I can set the host to 8.8.8.8 and its the same error, yet if I replace this ENV with a copy of the live one, it still persists.
Any ideas would be appreciated.

Can't select database error in WordPress localhost on WAMP Server

I’m following this Lynda.com tutorial (WordPress – Building Themes from Scratch Using Underscores (2017)) and haven’t gotten very far. I’ve installed a blank WordPress install on localhost using WAMP Server and I downloaded and installed the underscores theme. But for some reason when I am trying to launch the website I am getting this error:
Can’t select database
We were able to connect to the database server (which means your username and password is okay) but not able to select the lynda_under17_040518 database.
Are you sure it exists?
Does the user root have permission to use the lynda_under17_040518 database?
On some systems the name of your database is prefixed with your username, so it would be like username_lynda_under17_040518. Could that be the problem?
If you don’t know how to set up a database you should contact your host. If all else fails you may find help at the WordPress Support Forums.
Here is what i know
The database exists and I can run SQL commands on it in phpMyAdmin.
My user is root
Host is localhost
Database is lynda_under17_040518
root has all privileges to database (as verified in phpMyAdmin)
Other local websites on the same WAMPServer work just fine
This Stack Overflow post says to put define( 'WP_DEBUG_LOG', true ); in wp-config.php which I’ve done. It also says:
“the debug.log file will be in wp-content.”
I don't see any debug log even though I’ve restarted all services in WAMP and refreshed the browser.

Where is my debug log and how can i get my local website running?
Even though SQL and its ilk will allow database names that are very long, a lot of applications (such as cPanel) will only recognize database names that are 16 characters or less. I suspect that your database name (lynda_under17_040518) is simply too long for WAMP and/or WordPress to recognize and will work correctly if the database name is shortened.
In my case, I was using an alternate port (something other than 3306), so I had to follow these instructions:

How to resolve blank errors for Xampp phpMyAdmin and MySQL

Several problems with phpmyAdmin running on Windows 7 in Xampp.
Creating a new database or editing data within a table, creates a network error message, with the response code being:
{"reload_flag":"1","success":false,"error":""}
Same response code when trying to load the second page of tables, the first page is just loaded again.
When changing a field in the database a blank notification popup is shown:

Initially MySQL table crashed errors were logged in the event viewer. The error was the 'MySQL table has crashed' and the tables in question were: procs_priv, tables_priv, columns_priv, and db. these errors are no longer being logged, yet we're having the same issues as before.
I've tried uninstalling and reinstalling Xampp, re importing the database and then repairing all tables. Non of this had any effect so far.
reload_flag is returned in auth() function. It looks like I solved this error by clearing cookies and/or switching between different auth_type(http, cookie, config) in config.inc.php file

MYSQL error, cannot start service and mysql.sock not found

Yesterday, my website crashed. Or, what appears to be a crash.
My host (JustHost) have disclosed that it was a SAN problem and have been rebuilding it. It's hard to get anymore information out of them because they are playing their cards very close to their chest for some reason.
I have suffered almost 24 hours downtime in 2 days and I'm getting fed up.
The error I am receiving on the frontend of the website is:
Database connection error (2): Could not connect to MySQL.Database connection error (2): Could not connect to MySQL.
Trying to access my phpMyadmin from cPanel gives me the following error:
Accessing SSH and trying to start the mysql service via putty I get:
Starting MySQL. ERROR! The server quit without updating PID file (/var/lib/mysql /mysqld.pid).
Can anyone please help me resolve this issue as my host is rather useless!

Yep, mysqld is down. Did you try running "mysqld_safe&"?
For anyone who wishes to know the conclusion of this issue.
I have been left with 2 choices:
1) Be patient and wait for Just Host to fix the issue and potentially lose my Google search rankings and a lot more future revenue
2) Set up a new hosting account, transfer my data over and wait for the domain to propagate.
I have chosen the latter of the two. My confidence in Just Host as a customer service hub and web hosting provider has thoroughly diminished to the point where all of my hosting accounts will now be switched over to another provider.
They have let me down by not fixing the issue in good time and have passed me from pillar to post in live chat, email support and phone support. The final nail in the coffin was my request for them to backup my databases and send them to me via email being met with the resoundingly passive "sorry, we do not provide that service" response.
I would do it myself if only I had access to phpMyadmin, which I do not have because of a server error that they have been incapable of fixing for the past 72 hours.

MySQL error "No Database Selected"

I am using LAMP on localhost. I can login which uses mysql db, get to the main page (data driven), but when i enter this particular page, its fine, but when i refresh the error is "No Database Selected" then one every page says so.
I restarted the Apache, MySQL server
Browsers FF,IE, Chrome all show the same errors, cleared cache too. At the same time other websites that use the same LAMP server works fine.
Now thats strange
All ideas are welcome.
Are the main pages using mysql_select_db("foo") and this particular one not?
When you are connecting with php, you are not selecting a database (or the select is failing). Is it perhaps using a variable which is not getting properly populated?
Somewhere in the code (PHP) the default database gets reset, probably on a shared database connection. I guess this is a bug in the product you use.
Try going through the code where it connects with database and tries to pull the data. Most of the times there is a configuration file which defines the connection attributes like username, password, database server, port and database to be used also.
for example in phpMyAdmin keeps the information in libraries/Config.class.php file.
