Some time back I used Android studio's UI designer. I liked it a lot since it allows drag and drop of components like buttons/inputs/widget. More importantly,
we can edit the properties of existing UI component like ID/Size/Visibility using its UI pane(see right of the image). This reduces the changes of errors because we dont need to edit it directly into XML file. Also its quite fast.
I am now working now on an web application and need to design HTML page. Could you suggest any software which provides any of the two feature mentioned above for HTML.

I want to create a website but i don't know html and CSS . I have submitted my website layout to the teachers but i don't no how i will create that website look like layout.. so what can i do ? Is their any software like blue griffon etc (blue griffon is not good i didn't understand)

From looking at your template, I assume that you are using Microsoft Word? There are methods which allows you to convert Word documents to HTML online. While they may not reproduce the standards of what a HTML and CSS webpage would be written from scratch, it will allow you to view the document in your browser, and edit in a text editor.
If you need to use a site builder, there are websites freely available such as Squarespace and Webflow (Which is a bit more advanced). And there is also the option of you learning HTML and CSS yourself. There are many websites, YouTube videos and books to help you get started.

I recently started working with polymer. I want to know any IDE that can be used to work with polymer. Could any one suggest me?
Chrome Dev Editor added the Polymer Designer feature on .html files so you can use it even when offline. However, it's no longer actively developed.
I use CDE as my primary IDE for web development instead of Sublime, mostly because I can use it even on my Chromebooks (+ basic git and bower integration)
Edit: Another Plus of CDE is that it ships with a bunch of templates to start a new project using polymer
Check out Polymer Designer.
It's pretty awesome, you can even add your own components to it. Here's the guide on how to do this.
Also, make sure you watch this video by Rob Dodson. He demonstrated a lot of cool things of Polymer and the Designer is one of them.

We are building web based application front end for a web based application using HTML5/CSS3/JQUERY. We are using firebug at the moment which is not helping us good. I would like to know how can i ensure the pages are html5/css3 compliant. I am also looking for a plugin like firebug, which will help my team to make sure we are following best practices and while building quality front end for web based application for fortune 500 client.
If i could get a plugin or any link to web based open source application will be great!
You always want to run tests on here towards the end. But you can also run them periodically.

As codehorse has said you can validate them on w3.org. There is an add on for firebug which can do this for you (I have never used it). https://addons.mozilla.org/en-US/firefox/addon/validator/

Do you know where a can find a web site template for a web site that would look like Office 2007. I am looking for the right colors, hover, etc.
Perhaps check something like templatemonster.com, or similar template websites... To be honest, though, you're probably better off using GIMP or Photoshop to re-create the buttons to your liking.
Not sure if this is really applicable, as I didn't look into whether or not this is intended for only platform applications, but microsoft allows you to license office 2007's ui: http://msdn.microsoft.com/en-us/office/aa973809.aspx
Not exactly what you mean, but I always though Extjs looked sort of like Office. Not exactly, but close. If you want a JS framework, that one might be what you want, or you could skin it.
If you're just looking for a CSS template, I have no idea.

Imagine a web-designer built several mock-up html pages. Now it is time to start development according to these mock-ups.
First of all I would like to know that all mock-ups are there, i.e. every link has corresponded mock-up page. I can't just click hyperlinks, because they are empty ('#' url).
And secondly, I would like to have kind of map, where developer can look at and figure out transitions from the page and hence fill it with appropriate urls.
Does any body know any tools that can help to make such documents which reflect my needs stated above?

MS Visio for Windows or OmniGraffle for OSX can help you build a scenario project where you can design an interactive diagram where each box represents a page. When you click a box it shows the page mockup associated with this box. You can also draw lines between each box that represents links to other pages from this page.
