Windows Runtime Component (for Universal 8.1) error

I created a simple application that updates when we change timezones.
The application runs without errors in both the Windows Phone 8.1 emulator and real phone, but When in Windows 8.1 I get this error:
This is my project (wrote with VS2015 for Windows Universal 8.1):
My Project Files
source of Runtime Component:

If possible can you help solve this for Windows Universal 8.1 as this file is only for Windows Phone 8.1.
I'm sorry for bad English.
Per the documentation this is not supported on Windows 8.x.

has anyone ever used the admob on windows phone 8.1 silverlight and it worked?

I have a completed application and I want to publish, but I'm afraid of having to redo the project in windows phone 8.0 Silverlight. Currently I am having problem in admob where the emulator it works and the device gives the message "nofill". Does anyone know?

IRemoteApplication.terminateRunningInstances + windows phone 8.1 appx

When an .appx is running on a WP 8.1 simulator, the IRemoteApplication.TerminateRunningInstances API doesn't do anything.
No exception is raised, just nothing happens, and the app stays running.
Is there any way to fix?
Thanks in advance.

Have you ever tried to deploy your app to an Windows Phone Emulator?
If your app succesfully deploying to Emulator, I can say your connection of your phone is having problem. But, if you can not deploy your app neither phone nor emulator, it could be about VS2012 or SDK.
So, I sugges you to remove your phone from your computer (Open Device Manager and remove your app (dont forget to unplug it). And then reconnect your phone again.
So, try these and please tell me the results. I was had some problems like yours.
And also, maybe you can check your device's registration status (developer registration) If yes, please try unregister and register it againg for development (http://prntscr.com/2fehv1)
Do a soft reset to your device and restart VS2012 again to solve this problem. (To do this: press and hold the power button and volume down button for about 10 seconds)
