I am having an issue to which I am clueless at answering. . I have 12 divs set up in a 4 across by 3 down layout. I just coded an attachment to box 5 but the scrolling text is at the bottom of the page and i am lost as how to get it to line up in the box 5 (tickets Pending). My css skills are lacking and could use some help

You shouldn't use tables to do design, but if that's what you want, then I will come up with a solution for it.
Don't use inline styles. Refactor them to classes, so the HTML is readable.
Set position: relative on all TDs.
Place each element in a TD of its own.
Make the circular buttons absolute to position them on top of bottom right corner.
Use colspan to place the elements relative to each other.
Use border to draw the lines.

I have an HTML document with a stylesheet referenced in a link tag. The character set is UTF-8 and is defined in the HTML and CSS files. In Chrome and Microsoft Edge, the CSS renders as it should, however in Firefox and IE it doesn't load it. There aren't any errors in the Console of Developer tools and no compilation errors in the IDE I am using.
I can go directly to the CSS file using the absolute file path in the URL bar and it will display the contents of the file, and it will render the HTML just fine. The CSS will render when I enclose it in style tags in the HTML file itself. However, I want to link tag it for organization.
I cannot find the solution anywhere even though many people have had this issue. I'm wondering if there is a known solution to this that could help me.

I've got a table that I'm trying to style. I wanted to have a bottom-border underneath the thead and each tr but no matter what I put, it just won't apply. I even tried setting a color for the thead but that wouldn't give either. Any ideas what I'm doing wrong?

There are two major issues here,
1) Css property border-collapse: collapse; should be under table element like,

i used ur code and mould it little like wrapping tables inside div and add css accordingly
The easiest : You can turn those 2 tables into table-cell, so they'll stick together side by side (demo below),
else: you'll need to float them or a wrapper to hold them and some extra CSS to keep them side by side no matter what the width avalaible. (possibly inline-block along white-space )

Trying to figure out why my <textarea id='customer-title'> is not expanding wider than 216px and producing 3-4 rows???
