Retargeting to windows 8.1 Error - windows-phone-8.1

I want to create XAP/APPX File which run on windows phone and I have a developer account. My current application developed in 8.0 but
Windows phone 8.0 does not have option for
(i) Store - > Create app package (Which is available in 8.1)
With the ‘Re-targeted to windows 8.1 ‘ option it crate ‘windows phone silverlight 8.1’
After clicking store option it show error for "In Order to run windows app certification kit, your project build configuration must be release and the platform must be ARM or Neutral" , as per error we change in project but still it show same error
what i want to do is, I want to create xap/Appx file which will run on locked device as well. By clicking on Store -> install from local/ sd card.
Please suggest me proper way to build an xap/appx file, any signing certificate is needed then please let me know.

Windows Phone 8.1 - This app is not available for your device although I can manually deploy it into the device

I have recently finished working on an App for Windows Phone 8.1 and 10 - I have successfully been able to deploy it on both type of phone by using Windows Phone Application Deployment 8.1 tool.
I am now trying to load the app into the store and create a flight package so my develop phone should be able to see, download and install the app from the Microsoft Store on the device.
I am having 2 'problems' right now:
+ the App is not showing on the Store
+ using the app URL from the store, I am able to find the app but it is only available for downloading on the Windows 10 phone and it comes back unavailable on the Windows Phone 8.1

Apart from the above, I would like to mention that I have added my Microsoft account to the devices so ideally I should be able to see the App!

How to get store certificate for Win phone 8.1 app?

i have a question about certificate for windows phone 8.1 Universal app.
I passed these steps but certificate wasn't appeare in project:
I open it in Visual Studio 2015.
Right click project and choose Store=>Associate app with store
I log in my microsoft developer account and choose app from the list
I checke information about Publisher, Package and so on and press next
After these steps Package.StoreAssociation.xml is created, but AppName_StoreKey.pfx isn't.
Please, help me. What should I do to get AppName_StoreKey.pfx certificate.
(I don't need test certificate).

For my experience, only Windows 8.1 app project will contain a TemporaryKey.pfx file. If you create a universal Windows 8.1 app, it will include an AppName.Windows_TemporaryKey.pfx file under the Windows 8.1 project but not Windows Phone 8.1. This should also apply to the _StoreKey.pfx.
But it won't make effect on your package submission. Just make sure you have associated your app with the Store, the identity info will be aligned automatically. You can still manage to upload your package:

Error trying to install a WP8.1 App in Windows Phone Mobile

Trying to install a WP8.1 App in a new Windows Phone Mobile 10 we are getting this error (We are using the "Windows Phone Application Deployment (8.1)" App):
Error - The provided package is already installed, and reinstallation

The solution was as simple as update the Windows Phone OS to the latest version.
After that we can install WP8.1 Apps in Windows Phone Mobile.

This error usually occurs when installing a package which is not bitwise identical to the package that is already installed. Therefore, if a package is rebuilt or resigned, it’s no longer bitwise identical to the previously installed package.
To fix it, you can increase your app’s version number, then rebuild and resign the package or remove the old package for every user on the system before installing the new one.
Besides, you mean the app is not installed before? That way you should use Windows Phone Application Deployment to install the package in default (C:) but not on the device SD card. If you want to install it on SD card, you should use Visual Studio to deploy your app.
Second, what is the AppXDeployment-Server and where I can find the log?
The AppXDeployment-Server provide more info to help you diagnose the cause of the error code.
You can follow steps below to access the event log:
• Run eventvwr.msc.
• Go to Event Viewer (Local) > Applications and Services Logs > Microsoft > Windows.
• The first log to check is AppxPackagingOM > Microsoft-Windows-AppxPackaging/Operational.
• Deployment-related errors are recorded in AppXDeployment-Server > Microsoft-Windows-AppXDeploymentServer/Operational.
Also, another option is to use PowerShell, try following command:
Get-Appxlog|Out-GridView

Install version of the windows phone 8 application

I have created a windows Phone application, and how do I give this application to the client, Do I give him my project folder i.e Getcontacts? and also client wants to install this application to emulator because in the client machine only emulator is installed.
Is there any way to create the install file of the application that I give to the client and client will easily install into the emulator. Kindly suggest me on these queries..

If the client has the emulator installed, he can deploy a XAP to it using 'Application Deployment' (open the start menu and type Application Deployment). You can select the target (one of the emulators) and then choose the XAP file.
On your end, set the build configuration to Release and build the solution. Then navigate to the project folder/Bin/Release and that's where you will find the .xap that you need to send to your client.

To test the app your client need to be a registered developer(He need to create developer account on Microsoft developer.
To Access Application Deployment tool your client needs to install Windows Phone SKD
then launch Application Deployment tool from installed SDK folder
C:\Program Files (x86)\Microsoft SDKs\Windows Phone\v8.0\Tools\XAP Deployment\XapDeploy.exe
OR launch it from start menu by typing Application Deployment.
Now he just need to give the path of the xap file(debug or release version) and select the desired testing target.
P:S. you can also deploy the app on app store and set publish version to beta for testing the app at any device without having developer account and installing windows phone SDK.

Error code 80073cf9 when installing my own app from Store

I get the error code 80073cf9 when I try to install an 8.1 app (.appx) from the Store on my 920 with 8.1 Preview.
The app is 8.1 only and I'm able to run it and install it when deploying from my laptop.
I have the development build installed on my phone.
Solution
Uninstall the development build from your phone and then you will be able to download the app from Store.
Some interesting facts
Since 8.1 (.appx) you can not install an app from Store if you already have the app installed. This include your development builds deployed from your computer.
Before 8.1 (.xap) you were able to run both your development build and the Store app at the same time. This was since the Store changed the GUID of the app when it was uploaded. For some reason Store doesn't change the GUID of the uploaded app anymore.
I also meet the error 80073CF9. With my case, the reason is the setting of memory location. I reproduced the issue as below:
1. I chose phone memory to install apps
2. Second, I updated the phone from Windows 8.1 to Windows 10. Somehow, I changed to SD card memory to install apps.
3. After upgrading to Windows 10, some apps had to be reinstalled, but the error 80073CF9 raised. At that moment, the phone still used SD card memory to install apps, not the same as the original memory.
--> I switch the memory to install apps from SD card to phone (Setting / Storage / Store new apps on my Phone. It's done.
Conclusion with my case: The memory in order to install application has been changed
I had the same problem on my Lumia 730.
Solution: Go to settings->Tap on storage sense->temporary files-> delete
