Strange Inconsistent rendering in Chrome - html

i have a website with alot of popup windows and z-index going on.
Chrome version: 46.0.2490.80 m (never seen in other browser, but cannot omit it)
Everything works fine, but every 50th (not precisely, but very rarely when opening popup or coming back from alt-tab)
Behind all this: my website.
The red: the fullscreen overlay beneath my popup.
The lightGray: my popup window.
The darkgray: popup content.
So for some reason, the corner of my div is cut off. The problem is not connected to this particular popup, or this particular corner.
I have sometimes seen this following an alt-tab into chrome, but not enough to say that's the problem.
I have never seen anything like this, usually it works or breaks, this time its working breaked.
Any clues?

Input fields and other objects display fading boxes around such elements only in CCleaner Browser A.K.A. Chrome Browser

I've got an issue going on with my CCleaner internet web browser (which is built on Chrome). These silver-white borders appear over elements on web pages, and even the whole page itself, whenever I click on such an element. It only happens inside the CCleaner browser window, not in "regular" Chrome.
Here I would like to provide an example, taken from my edit account settings here on Stack Overflow dot com (a page you can look at that is exactly the same as mine except for my issue with my web browser).
OK so in that pic the border you see around the text entry box is what I get all the time. The box is not permanent; it slowly fades out and dissolves.
How do I prevent these silver borders from appearing in the first place?

Opening Devtools on Chrome makes entire page trip

I'm working on a small website and I'm writing a website almost from scratch. I'm using Bootstrap 4 and I'm modifying only basic CSS.
Whenever I open the Chrome Devtools, the website completely flips out and it looks like it keeps reloading. The entire website only loads from localhost, however, the network tab keeps showing repeating requests to the saem assets, over and over again. The second I quit Devtools, the entire behavior stops. I've tried installing a cache killer, tried incognito, but the problems keeps appearing.
I'm also using Octicons, and what I have noticed is that when I manage to get the Devtools to at least stay focussed at the right part, the <i class="oi oi-chevron-right"> node keeps flashing in purple, indicating there is a change to that node. I can't open it and even just clicking on it won't help, the entire CSS keeps shifting in the inspector bar and it seems like something is making rapid changes. It appears that Chrome re-applies styling changes that I made a few days back, such as locally modifying the margin of an element.
I was able to work on the website just fine a few days ago, but even moving back in commits won't keep the problem from happening. I am starting to think it is a bug with Chrome, but I can not confirm this in any way.
Is there anything that is known to break Chrome's Devtools, that might explain this behavior, or is there a way to clear the cache of the Chrome Devtools specifically?
The "Changes" tab in Devtools reports that there are no changes, but the CSS I see on page makes me seriously doubt it. Removing the icons entirely does not seem to resolve the problem, so I think the issue lies elsewhere. Breakpoints are not triggered either.

Firefox rendering inconsistently and with black areas on redraw

I have a site (http://www.iproconnect.com.au/) that for one user (that I know of) renders the home page with black areas in Firefox. These do not seem to be tied to CSS, as if I force a re-draw of an affected area (e.g. by scrolling areas in and out of the viewport) it sometimes renders correctly, and sometimes incorrectly but differently to the previous incorrectly. Also if I do this with the inspector open, no CSS seems to change, and hovering background URLs show the image downloaded correctly.
I can't reproduce this in other installations of Firefox (all running the same version - fully up to date). And this user has un-installed and re-installed with no change in behavior.
I don't even know how to debug this further, let alone how to solve. Any ideas greatly appreciated.

Developer Tools in Chrome Canary not displaying properly

When I bring up the dev tools in Chrome Canary, it just appears as a black box. I have it set to display in another window rather than overlaying the actual page, but as said, the inside of this window is just black. If I hover the mouse over it, it highlights the elements on the page accordingly.
I have tried: Looking for settings to dock it back into the screen, restarting CC, restarting my computer, reverting to default settings in the CC menu. None of this has changed a thing unfortunately.
EDIT: Has been resolved with update to version 33.0.1707.0
Same thing happened to me, starting sometime in the past two days. I tried everything you did and also tried reinstalling Chrome Canary, no dice. My solution was to dock the developer tools back to the main browser window by clicking in the upper-right corner of the black box, where I think the dock icon usually is.

Rendering issue in Chrome - Hides part of webpage

My webpage is rendering oddly in Chrome on a Mac. This is just below the fold of the page, but when I highlight the area it comes back into view, also if i use the "inspect element" it just shows the page as it should.
Its also not consistently, it only happens now and again.

I really have no idea how to even start debugging this, I guess its a CSS issue maybe, or a Chrome Rendering issue, maybe a JS include is taking to long to load?
