Magento only displaying CSS updates on secure URL - html

I'm having a rough time with Magento. I spent a good deal of time going through the user guide on the Responsive theme, setting up Compass and editing SCSS files and whatnot, but was having the hardest time getting the changes to actually appear on the frontend.
I refreshed/flushed the cache, deleted contents of var/session and var/cache folders, I made sure the site was picking up the correct .css file under 'page source' in chrome.
It seemed like I could get the changes to apply if I changed 'merge css files' to yes, but even when the changes displayed if I made updates they wouldn't be pushed to the front end!
I changed the base URLs, however, and noticed that the secure URL for our site will load the correct .css and actually display the changes, while the unsecured URL says its loading the same .css file but NOT showing the changes.
I'm sure this is simple, but I'm going insane trying to figure out exactly what the problem is. Please let me know if you need more specifics from me!

Why isn't my HTML page loading completely?

I recently started my first HTML project with the help of Youtube. I'm a beginner and only saw the basics of Javascript in college.
Just finished writing my HTML project and wanted to upload it for free using Google Drive and drv.tw.
The only problem is that certain images and icons do not load (irregularly) enter image description hereand/or the pages on the navigation bar take too long to switch.
My question would be, is it because of the free domain or did I do something wrong in HTML?
When I open the HTML file in Safari everything works fine.
Since I'm new to the community, I don't know exactly what and how much I have to upload to get help. So have mercy on me :'D.
To help troubleshoot, use your browsers "developer" (F12) mode. Look at the Network view to see why the images aren't displayed. For example: It might be "not found", "not authorized", or other reasons.
From your comment, it would appear that at times the page is rendering before the images are available to display or something else is limiting image files from being presented at all.
Once we know why the browser can't display the images, then the cause can be addressed.

Please update your question and show the folder structure. It should look something like:

Copy and paste in the code below the folder structure and list the images and their size.
I am not familiar with google drive's capabilities.
It is important to use a web host. There are plenty of free or low cost sites available, so I won't go into it.

How can I access/edit the HTML file on Shopify?

I know this is probably a very basic/obvious thing, but I'm new to Shopify and trying to assist a client while a colleague is on vacation. I know what I need to change and how to change it, but not how to access it. When I go to Online Store and click Edit Code, I see all the Liquid, JSON, and even CSS files, but I can't find the HTML file I need to edit, nor can I find any of the HTML I need to edit within the theme.liquid file. The resources I'm finding are all either outdated (there is no "Edit HTML/CSS" option on the dropdown anymore) or unhelpful (like this). I can see the HTML in the console and upon clicking View Page Source, but I don't know how to get to it through Shopify. I feel like I'm losing my mind because this HAS to be very simple and obvious. If someone could please tell me how to access and edit the HTML file on Shopify I would be VERY grateful!
The html files are the liquid files.
There are no actual HTML files since this is a Shopify theme.
Depending on your theme, your files are located in:
theme.liquid - here are the header and footer
templates/*.liquid - all liquid files here are the main templates for the different pages
sections/*.liquid - the files here are usually used on the homepage and other pages as well
snippets/*.liquid - these are the reusable code snippets
So depending on your changes you will need to go through these files and update them for the specific changes.
Please have in mind that these files may be used on multiply pages and if you change one of them there is a possibility that this will affect other pages as well.

CSS never loads. Impossible to edit my site. Cache?

Someone please explain this to me. I'm going crazy. I have a wordpress site and i can never make changes and simply see them in a browser.
So i get that i have to clear all caches etc etc etc. I do so and here are the scenarios:
a) i have w3 cache installed and then my website loads with no css.
b) i disable w3 cache but my website shows up with old css changes. I've added a whole bunch of .xxxxxxx { padding-right: xxpx;} things and they don't appear. But it is only the current changes that i'm in putting that are not showing up. i have a whole bunch of edits taht are showing up. So it must be some kind of cache!!!!##!##!##
I'm going nuts here. About to throw my computer out the window. Is there a way to just disable all caching or something of this nature until i'm done editing the website.

I think your theme doesn't have support for w3 total cache. Just go into minification and select minification only (dont use "combine"). If the theme isn't built properly then it overrides the order that the files are loaded in. Secondly make sure that you edit the actual files (that are inside your theme directory) and not the cached ones.
Another thing to look into is the file permissions, right now the files cannot be accessed on your server. So make sure when you goto the address of your cached files, you should see a minified version of the files (right click > view source)

CSS changes are not reflected in Joomla website

I have a site built around Joomla, It was working fine from the time it was built. But from few days back the css changes in any of the css files are not reflecting in the site. I am able to see all the other UI changes except CSS. I have cleared he cache and checked from different ISP but no result. Can anyone suggest me how to resolve this.

I think you are using a Template which uses LESS instead of CSS. If so, see if there are any folder inside "/public_html/templates/your_template/less/" exists or not.
If it exists then you have to create (if it is already not there) a css file named "custom.css"
inside "/public_html/templates/your_template/css/" folder and write your CSS code inside this file.
Joomla will pickup this "custom.css" file at last and your changes will be reflected.
Sorry for late reply but I found the answer. It is due to enabling CloudFlare in my hosting account. When I reached to my Hosting support they disabled the CloudFlare and everything started working fine and I am able to see all the CSS changes.

Microsoft Windows and IE not handling images (favicons too)

I've read the SO posts regarding this and can not find a solution.
I've tried changing the link in the HTML to another location. I've tried clearing all the browser data. But, it still pulls a previous favicon.ico.
Does anyone know where it is getting this old favicon.ico? I should be able to delete it manually at a minimum.

This is wrong too...clearing the browsing history and cache..does nothing to the favicon.ico file
O.K...there was a check box you have to de-select to keep it from saving favorites...this was not intuitive b.c. you have to select all the rest.
From there I changed the file name and link to in the HTML.
Then I waited about a day
Then it changed....I.E has some sort of timer..can anyone quantify this delay for it to pick up changes?
I've recently noticed that Windows 7 does not update images, that is if I save and image over and exiting image...windows will still display the old image until I click on it. Probably related in some way to Microsoft's philosophy on updating images
