I would like to give my Windows Phone app a different name on the phone and in the Store (DisplayName should be "blah" and store name should be something like "blah - stuff the app does") but I can't find a way to do that.
I tried to use language resource DLL (as explained here) but I don't understand how I could give a different store name with this technique.
So, basically, the question is : how does Microsoft choose the name to put in the store? Is it the DisplayName of the app or not?
Before the publish app on the dev center, You have to reserve unique app name. You will create app info. So basically, Microsoft does not choose app name. You choose. After that if you change application display name from Package.appxmanifest file, Store name and display name on the phone will be different.

I'm trying to publish an app for Windows Phone 8.1 and 10 (Only Mobile),
I already published a lot of apps on the same account. This is the same of another already on the store with just a different icon (different customer, it's B to B) and name, but from the 16 of october the policy for the windows store changed and now my app is blocked with the following reason:

I searched on the internet but I didn't find anything useful for this problem and I don't get what are those "pin to start", "app list", and"games hub" they are talking about in the Note to Developers.
Anyone knows the solution?

Based on your description, it seems that you haven’t set the title images for your app. So I would like to suggest you to delete all of icons in your project and open Package.appxmanifest in Visual Studio and select the Visual Assets. Please make sure to replace all default titles with the correct size image that represents your app. And then you could need to create your app package and resubmit your app again.
By the way, if your project is UWP, you could use UWP Title Generator tool to generate correct size title quickly.
Update:
As your project is Windows Phone Silverlight 8.1, firstly, please prepare the correct size title, and then right-click Assets--choose Add--Existing item, you can choose the correct size title to replace the default title.
Then right-click Package.appxmanifest, choose open with--XML(Text)Editor, then you could need to make sure that the path of title is correct.
Finally, you may need to rebuild the project in order for the tile titles to show up properly.

I have submitted an app for beta testing in Windows phone Store, Unfortunately I used my original app name for it. Now I cannot use the same name for publishing the app for public. Is there any way to use the same name for publish the app? Does deleting/unpublish will release the reserved app name? Please help.
I think yes you have to unpublish or delete the app from the store. Give it a try as there is no any other ways to use the same reserved name.

I already found this question regarding zune, but that seems to be discontinued, if I'm rigjt. Is there soemthing similar for Windows Phone 8?

The package identity associated with this update doesn't match the uploaded appx: "2e740376-677c-4df8-b1af-95b72863f017"

I ran into the same problem, but the solution is simple - the Package identity name and Windows Publisher Name in Windows Store Dashboard must match with the values inside the uploaded xap package.
You can find these values in the Windows Store Dasboard in the App identity section:
You then need to copy and paste these values inside your Package.appxmanifest file. Note you have to open this file using text editor. These values are not editable using the UI editor:
I had the same issue and fixed it by going to my dashboard, looking inside my in-progress app, clicking details and there I could see my package id. I copied that and pasted it inside my package manifest file.
Exactly as the error states, your package identity doesn't match. The GUID in your WMAppManifest.xml and Package.appxmanifest have to be identical (and would be so, had you done a new project, or upgraded an existing project). The Package Identity name also have to match with the values from the Store submission process.
And if you're submitting to an existing application ID on the store, you obviously have to use the same GUID as you previously used for submitted.
