I'm using Google Maps API in my application. I want to use Google Drive too. Do I need to create a new key and project in google developer console, or just enable Google Drive?
Just enabling Google Drive would be fine.
According to the console help docs:
a project is a collection of settings, credentials, and metadata about the application or applications you're working on that make use of Google Developer APIs and Google Cloud resources.
So in other words, one project == one app.

The google drive api is a file storage api. It gives you access to the data beind the google drive web application. It does not give you any control over the google drive web application itself.
Upgrade storage link is outside the scope for this api.
Currently, we have a mobile App that is storing data into a Google Drive folder using the scope

View and manage Google Drive files and folders that you have opened or created with this app
Now we are planning to add a web app as well. The problem is, that the web app cannot access files uploaded by the mobile app and vice versa.
So is there a way to tell the Google Drive API that those two apps (web app and the mobile app) are in fact the 'same' application?
I want to avoid using the scope for full access to the user's Google Drive.

I also took a look at the Google Picker API but it does not seem to be what I want.
Posting this for documentation purposes.
As mentioned in comments, both apps should be part of the same Google Cloud Platform project, that's the only way to "tell" the API that they are the same application.
If they are not part of the same project, you should use the drive scope instead.
If I add a new place via https://developers.google.com/places/webservice/add-place can I only request that place before moderation with that server-key?
Or would this place also be available to my other apps with Google Places (iOS, Android, JS) that are on the same Google-account, but with different keys?
Your new places should be available in all your apps which access the API using any of the API keys under the same project in google developers console.
We are building an app where we needs to access files stored at google drive.
We are able to run our app other than google tv.
Reason found so far:-
Google Play Services are not available for google TV.
us there any alternative to access Google Drive File at Google TV.

You should be able to do the OAUTH2 in a WebView and use the raw api's. https://developers.google.com/drive/

I was trying to upload files to google drive from a Desktop Application, but i couldnt find how to do it with Google Drive API since that is based for google browser apps. For this matter should i use Google Drive API or Documments API?
You can use both Drive API or Documents List API to achieve, but the Drive API has the additional requirement that Apps need to be installed (for now) from the Chrome Web Store. Once installed, if you authorize the user with OAuth 2.0, you can use the Drive API in a desktop app.
