I have a problem accessing our filab instance Virtual Machine through SSH. I have created the keypair pem file, the instance, associate IP and create security groups without incidences but I can't access it (always timeout).
The FILAB CLOUD Dashboard status is ACTIVE and RUNNING
All appears to be correct but I can't access. Does anyone know why?

its second time when after reboot instance cannot connect to them via SSH. Before reboot all is working well. Can I use serial console, but not know the user and password.
In addition to the guide provided by #Kolban. When using serial console keep in mind that:
The interactive serial console does not support IP-based access
restrictions such as IP whitelists. If you enable the interactive
serial console on an instance, clients can attempt to connect to that
instance from any IP address. Anybody can connect to that instance if
they know the correct SSH key, username, project ID, zone, and
instance name.

There're more ways to troubleshoot SSH connectivity then serial console. Have a look at the Troubleshooting SSH guide and Known issues for SSH in browser. In addition, Google provides a troubleshooting script for Compute Engine to identify issues with SSH login/accessibility of your Linux based instance.
In some cases, the cause of the connectivity problem could be running out of free space of you disk system. In this case update your question and I'll provide you extra instructions.
I am trying to locally run a PHP based project, connecting to an Amazon RDS instance. I am receiving the following error in the browser:

I have run a series of networking tests where I pinged the following and received successful test results. I pinged:
iiNet's web address
One of iiNet's DNS servers
The loopback address of my computer
I pinged Google
I then tried the mysql utility to remotely connect and received the
ERROR 2003 (HY000): Can't connect to MySQL server
Last factor I think you should know regarding my own networking situation, I am connecting to the internet via:
modem->Zyxel VPN->Wireless Router->My laptop
What in the Sam Hill is going on?

For this to work, the following must be true:
the RDS instance must resolve to a public IP address (I'd check this for you but since you chose to use a screenshot instead of text, I can't copy paste it, so I'll leave it to you)
the Security Group(s) associated with the RDS instance must allow traffic from your public IP ( the one you'll get from http://wtfismyip.com/text ). This won't bet true by default. I highly recommend you open to your IP, not just everyone, as Mysql is trivial to DOS attack if its port is public.
The network ACL of the VPC hosting the RDS instance must allow the traffic also. This will be allowed by default, so unless you changed the ACLs in your VPC, you can ignore this.
If all those are true, you should be able to connect!
I have created a VM instances on Google cloud and i want to access it from WAN. I try type address in address bar but it say server down. I can remote desktop to my window instance but cannot access it in browser.
What is the problems? How to solve it?
You can access linux instances with SSH and windows instances using remote desktop. More details can be found in the google cloud documentation here.
Update:
If you want to enable http access to your website then you need to
1) Make sure you are trying to connect to correct external ip address. Your server will either have a static or Ephemeral ip address. Ephemeral ip address changes every time you reboot your server. Static ip doesn't change, but it is not free. More details here.
2) Make sure you enabled http access in your firewall settings. (Maybe you forgot to check this option when you are creating your virtual machine?) To set the firewall settings go to Networking -> vpc network -> firewall rules
I'm trying to build a webserver in Google Cloud Platform that hosts multiple websites (GBP, IE, FR, DK etc.)
Generally, we assign a range of IPs to the server statically, set the bindings in IIS, then loadbalance using a virtual IP.
It seems near enough impossible to assign another internal IP in GCP. Lots of guides about additional external IPs, but we don't want a public facing webserver like this.
Anybody have any idea on how to add additional internal IPs to a VM / Instance?
Also, I have tried changing the internal address I have assigned to the Instance to static in network adapter settings, next thing I know I can't access my VM for love nor money, had to delete and re-create. If I go into advanced settings to add additional static IPs, w'ere set to DHCP apparently, so can't add additional IPs.

Answer that I recieved from GCE discussion group, in Google Groups:
"You can add additional internal IP addresses to a VM instance. This is possible by enabling IP forwarding for the VM, creating a static network route, adding appropriate firewall rules, and setting additional internal IP addresses to network adapter of Windows. These steps are described in this article for Linux machines (https://cloud.google.com/compute/docs/networking#set_a_static_target_ip_address). The same steps are valid for Windows VMs. You will need to keep the initial internal IP address, subnet mask, gateway address and DNS settings of the adapter and manually enter them in properties of IPv4 of the network adapter. The below is a screenshot of my configuration on a VM instance (Windows 2008 R2) that perfectly works."
Update:
Now, you can create instances with multiple network interfaces On Google Compute Engine and assign IPs. For more information, refer to this public documentation link. However, currently it has following limitations:
Alias IP ranges are not supported on any network interface on a VM
that has multiple network interfaces enabled.
You cannot modify or delete the network interfaces after the VM has
been created.
I have just created cloud storage on google for mysql database.
I have added local IP address and server's IP address in authorization (under access control).
It's getting connected in mysql work bench in my local machine. But, it's not connecting with the website which is running on windows azure platform.
Which IP address am I supposed to use in access control?
Website is in basic package of azure.
This is a relatively non-trivial thing to achieve as the GCP services need to know about the public source IP of the Azure service. Azure's IP surface is pretty wide so you'd be unlikely to successfully connect the two. You'll be unlikely to be able use just a single source IP address.
You may be better off looking at a VPN connection out of an Azure VNet to your GCP environment.
To be honest, trying to build any form of performant web experience that hosts the web and data tiers in different public clouds is going to be extremely challenging.
Actually I resolved this issue by opening ticket in azure support.
They have outbound IP addresses range available online. We need to provide those IP addresses to third party access control.
