Most (maybe all) browsers show a drop down list of previously used user names when logging into a website.
Is it possible to style this drop down, or is it browser specific?
No, you can't style them as they are not really a part of the webpage itself.
If you're making your own website though, you could make your own drop-down list, which gets a list of recently used usernames, and style that how you want it. But you'll need to use, for example, javscript or php to do that, and it's just completely unnecessary.
And besides, a user should really only have one account on a website.

To prepare my assignment, I came across a useful site where I could get some useful text. I wanted to copy some line of text from the page of the site,but cursor was not allowed there. What should I do to allow cursor for such pages?
I tried by inspecting the element,but the attempt was unsuccessful. I used the same method that I often use to see password by changing input property from password to text.
I want to know how to change cursor property of a page?
You can disable javascript from your browser , copy text and then enable it

Let's say I want to know if a call-to-action (like a fill-out form) is placed "within the fold" meaning it is visible as soon as you load the page without scrolling. Is there something in the html that would allow me to know this?
You may want to start by reading up on the CSS position attribute. Perhaps position: fixed is what you are looking for. But it really depends on the remaining content of your site.

A perfect example is stackoverflow. When a user types a question, the textarea give the user basic formatting options such as bullet points, numbering, italicize, etc. How can I create a similar textarea? I am currently using html, css and php.
You can use javascript (or more effectively jQuery) to create your own textarea with this behaviour, or look at an existing package such as TinyMCE and configure it to meet your requirements (the approach I would suggest): http://www.tinymce.com/
Easiest way would be to use an editor like TinyMCE: http://www.tinymce.com/
There are others as well, but TinyMCE is what I see used most.

I want to detect the links in page which are used for advertisement. Or is there any statistical data by which I can guess this link is for advertisement?
I know this isn't a concrete answer, but if I were doing the same, I'd take a look at AdBlock and other add-ons in browsers such as Firefox since they do much the same. There are quite a few open source add-ons out there where you can view the code that does this. And even most email programs detect junk mail (and ads) using Bayesian filters which I'm sure with a bit of tweaking would work well.

I have an ebay store and it has some themes but I would like to be able to change the CSS and HTML code myself.
Does anyone know how this is done?

I've done it several times earlier. Main thing is to add link to stylesheet (which is on your server). If i remember correct, you can add it where HTML for header is added, and then style elements generated by eBay. (Don't use id)
