As the title, I would like to download a video or music file, then save them to the sd card.
Can I do it ? Please to help me.
For now access to SD card is very limited on WP8.0. As it is writted at MSDN site:
Direct access to the SD card is read-only and is limited to file types for which your app has registered to handle with a file association.
Read-only - so you can't save files on SD card. There are some rumors that in near future when WP8.1 is released, Apps will have better access to SD card, but for now it is so as it is written.

I am looking for a way to upload files to One Drive using SSIS. I've researched and there are some third party tools like CozyRoc, KingswaySoft which provide one drive connection manager. Anyone out there who already have experience doing this? If so please share!
I found a much easier way to do this without the need of any third party software. Download one drive to your local machine and then login.
You can upload, download, delete files.To map the One Drive for Business cloud drive on Windows follow the below steps
Map network location in File Explorer (My Computer)
a. Open File Explorer (or My Computer in older Windows) and select This PC on the left side tree.
b. Click on Add Network Location button in the ribbon (or right click on empty space in File Explorer and select Add Network Location).

c. Click Next on Add Network Wizard window
d. Click to select Choose custom network location and click Next
e. Copy the URL from the address box and add Documents in the end like below example

f. Enter a name for your network location and click Next and Finish to complete the wizard.

My requirement is to associate a .exe file with a Windows Store 8.1 app. Is it acceptable to give a link through about section of the store app to a web address from where the user can download the .exe file. Will there be any problem with the certification process. Please suggest any suitable alternative if possible.
There is nothing in the Windows Store Policies that says otherwise. You can't attempt to run the *.exe file programmatically of course, but you should be fine otherwise.
Since the app is network-capable, remember to add a Privacy Policy (see here) detailing whether any user information is sent to an external website/server.

Can windows store apps only access "library" files and not other locations on the hard drives of PCs? Like if I had a D drive that was full of video media that I wanted the app to have access to, is there no way to get to that? I've been searching for a while now and can't find anything but "knownfolder" examples and documentation.
In order to access files outside of the libraries and other specific locations, you'd need to use the FileOpenPicker or FolderPicker. You can find more information on File Access and Permissions for Windows Store apps at http://msdn.microsoft.com/en-us/library/windows/apps/Hh967755.aspx.
Can an app access and create a specific folder in the Windows phone 8 environment? I'm looking at building an audiobook player app and want to allow the user to drop these into an audiobook folder on the phones drive itself instead of mixing with the music folder. Could an app at least read from a specific folder outside its isolated storage?
Secondly, if so, is there any equivalent of the ".nomedia" file in Android that my app could insert into the folder to exclude the audiobook folder from being scanned by the music players on the phone?
I'm struggling to find the appropriate documentation that will answer my questions, as most documentation seems specific to WP7

Overall what you're asking for isn't supported and isn't complimentary to the zen of WP8. While I understand your need to create a unique music experience the WP8 media ecosystem is centered around the Music+Video hub and apps should work with it. Creating an experience like you were describing would just feel disjointed and jarring on WP8.
RE: letting users drag & drop files in file explorer
Some WP8 phones support having a Micro-SD card added to the phone. That uSD card can be accessed from File Explorer and WP8 apps can read files from it. The uSD card can have a folder called "Music" which would be used by the Music+Video app and invisible to 3rd party apps. However, your app can read any files that aren't in those uSD reserved folders. You can signup to file extensions but most media WP8 file extensions are reserved for 1st party experiences.
