This is not working in google chrome. Any idea why?

When I repeat the same with <style type = "css"> the body color doesn't changes. Why?
text/css is the registered MIME type for CSS.
css is not a valid MIME type at all.
Since the browser doesn't recognise the MIME type css, it doesn't know which stylesheet engine it should use, so it ignores the stylesheet entirely.
Because css isn't a valid type.

be specified). This attribute is optional and defaults to text/css if it is not
specified — there is very little reason to include this in modern web

So I want to set the file wallpaper.png as the backgound of the page, the image is in the same folder with the html and css files.

Your body is empty, that's the same for zero pixel height. You can try like this:

Also, you just need one <body> tag and you're missing open " for background value:

Am able to set the background-color attribute for HTML body in an inline <style> command
but not when the identical command is moved to an external stylesheet. A specific example
is given below.
In test1.html, background-color is set to "blue: in the HTML. File test2.html is identical to test1.html except the <style> command is commented out. File style.css contains a spec for background-color and also for the <H1> element (to test that the browser really is
reading the stylesheet).
First test produces orange text against a blue background. Second test produces orange
text, but against a white background. I've tried this on Firefox 21, Chrome 19, and
IE 9; all give the same results.
What's going on? Any help would be appreciated.
