I tried setting the width in pixels and ems but that still doesn't fix the issue
You have a width of 800px set on .footer-links
That means, no matter how wide your window is, it will keep it at 800px which will make you scroll side to side.
Change the width of .footer-links to be 100% or just remove it all together and that should fix it.
You could use the #media rule in your css..

What you are asking doesn't have a simple answer. Responsive design is what you are asking for. A couple of quick suggestions to assist with different screen sizes is using percentages instead of px, and using max-width and max-height. Google responsive design and you'll find plenty of resources to help with your problem.
Well, yea. For example:

You probably did this on your screen and it looks ok. But once you move to a bigger/smaller screen, those 120px might mean something completely different. You have two options: 1) use media queries and try to cover as much screen resolutions as you can. 2) use some framework that has this almost resolved.
Option 1 will take quite some work. Option 2 will be easier, but you still will need to learn the framework. I recommend Bootstrap: http://getbootstrap.com/
On a side not, it would help to use percentages (%) instead of pixels. No guarantee it will look nice, but it will be less of a mess than with pixels.
I am having trouble figuring out the proper CSS for this page. I would like to maintain a responsive design so that images will re-size for the container they are in. If you look at this JSFiddle in Chrome and Safari it works fine. The images do not resize in FireFox or IE 11. The larger full images do not show on an iPad or iPhone at all. I'm not sure where to turn to next.

<p class="colab_text_padding">Chiara Debenedetti was born in Italy in 1982 and graduated from the European Design Institute of Milan in 2003. She founded Harta Design in 2011 and specializes in packaging, logos and corporate identity for luxury brands in the fashion, fragrance
and food and beverage industries.</p>

Here's a working JSFiddle.
I'm trying to keep the same styles (summary-description and summary-headline). I would want the divs that include Apple, Banana and Carrot text to all be centered.
I would want to keep the Watermelon text to be aligned left.
How would I accomplish this?

You're missing a definition for rtecenter:

Then make sure to add it to your first block as well:

In order to have the all the p selectors centered except the one containing watermelon information, which you want left aligned, you have to have a special identifier for the watermelon paragraphs. Add id="watermelon" to <p class="summary-headline">Watermelon</p> and <p class="summary-description">.Then change the CSS to p:not(#watermelon)

}
This will select all p that do not have the id of watermelon and center the text. Since you have .summary-headline and .summary-description as text-align:left, the watermelon will remain left-aligned, while everything else will become centered.
I can't get rid of the space between each div I'm presenting in this HTML table, in my "ArticlesBar" column. In this column I have a div for the scroll bar and 3 other divs for header body and date of a news article. Between each of those divs I have a spacing. Any ideas on how to remove it?

all you need to do if I am right in assuming that you don't want the huge white space between the

elements is to replace the css selector
#Articlesbar div
with
#Articlesbar > div
This selector means that only the direct descendent of #Articlesbar will gain the attribues of the style.
as it stands the three other divs are having their heights set to 100% as well.

Your #articlesbar has a height of 50px. And you give all the divs inside that a height of 100% of that, hence the spacing.

why are you using tables anyway, they just seem to make things more complicated for what you want. I would just setup one div that holds the complete article then if you want add child divs to display headers, content, etc.
Also, use CSS margin like this margin:0px;
