I noticed that the OnNavigationCompleted event in the Catel's ViewModel overriden method did not fire for the first page. Is this by design?
Is there any way I could execute codes after the page has been loaded, not in the ViewModel's constructor itself?

You should use the Initialize method. This method is always called when a view is loaded. The first page isn't caused by a navigation, so that's why you don't get a OnNavigationCompleted. The first page should be initialized in the Initialize method.

I have a page in a WP8 application, that every time I navigate to it, the constructor is called.
From what I know, the constructor of a page called only once at the first time the page loaded. my page is very heavy, and every construction takes wasted time..
this my navigation code, usual one:

and this is the constructor of the page:

Yes this is normal because whenever you use NavigationService.Navigate it always creates a new page object and adds that (pushes it) to the navigation stack. For example when you use GoBack() it pops it out of the stack and destroys it, but when it gets back to the previous page it doesn't call the constructor since that one was already in the stack and does not have to be recreated.
If you don't want to create a page every time you navigate to it, you should look into Navigation Models for Windows Phone for some ideas on how you can tackle this.
I am using GWT textbox.
Whenever textbox.setText() method is called, i want to perform an action in some other class.
ValueChangeEvent is not fired whenever setText() is called.
Is there any event that will be fired or any ways to achieve this?

You could try to use setValue(String value, boolean fireEvent) method
If you have a look at the TextBox.seText() method, you'll see that, all the way down to the actual DOM, no event is ever generated, so what you want to do simply won't work off-the-box.
I see two options:
Whenever you call setText, you also call the event handler of your choice or, much better
Make your own TextBox that extends TextBox, and override the setText() method so that it first calls super.setText() and then does whatever event generation you'd like

Also don't forget to call .listview( twice, first without refresh parameter, and second time with a refresh parameter. Without it you will receive this error:
cannot call methods on listview prior to initialization

I never worked with the StageWebView but I know it's really limited. When using an HTMLLoader, you can set a custom HTMLHost instance that specifies to use current HTMLLoader when opening to _blank. However, I don't think it's possible with StageWebView.

OK, so the only solution for this problem i could found is to load the page (containing the links) as String with the URLLoader and replace its specified parts. Finally loading it via StageWebView.loadString() method.
Problems occur when the Site is dynamic and contains JavaScript. I had also replace some relative links with absolute pathes.
That's it... but I really hope that adobe makes it possible to load those "_blank" links with the StageWebView.loadURL() method.
If you want to capture when a user clicks on a link inside your StageWebView add an an event listener for location changing event (LocationChangeEvent).
This LocationChangeEvent will include the URL they are going to and target. Then you can prevent the URL from loading, let it continue (by doing nothing) or handle it any other way including loading another URL.
If you want to load another URL first stop the loading with stageWebView.stop(). You should also call event.preventDefault(). You can then attempt to
