Use ">" for not to apply styles for nested tables
#table1>tr:first-child>td:first-child
or
#table1>tbody>tr:first-child>td:first-child

I was wondering if it was possible, with html and/or CSS, to collapse only tr with he table's outline, while having different border styles for the table's outline and trs, and the tds and ths.

No, border-collapse applies only to the whole table, and it is not a valid property for tr or td elements so you cannot apply it to those to get a different spacing.
However you can “fake” it by adding the cell content into a div and using it for some of the styling:
Apply the outer table styling to the table as normal
Apply the row styling to the top and bottom borders of the th / td cells
Apply the "cell" styling to the divs inside the th & tds.

rowspans and colspans are only used if a cell should span 2 other cells horizontally or vertically, which isn't the case in your example. They are not there to define width or height.
So delete those and use classes instead to define the properties you want:
Apart from that, delete those empty tr elements you have in there - they make no sense without tds in them. ALso the nested table with only one cell in it is rather strange (you could just fill that cell with content), but maybe there's a reason for that which you didn't tell us.

Are you talking about the ones with the class .crud-links?
If so, just do
tr .crud-links { background: something; }
If you're talking about them not getting the same color as every other in the main part, just do the same, but using tr .crud-links:nth-of-type(odd)
Your css code refers to tbody tag, but You are missing it.

You can achieve what you want with pure CSS, changing the display property.
In this way, let's say that the table will not behave like a table anymore.
After that, you just have to adjust minor details to achieve your goal.

I saw that Op wanted the structure unaltered so I had to go back to the drawing board. The following are the CSS changes:
Assigned display: none; to <thead>
Made the 3 tr into display: inline-table
Made all of the td to tr
Made the .main table 90vw which...
...made it easy for me to get the 3 tables symmetrical...
...some margins and padding...
...compared to the model we were provided, my table are 2px further apart, 10px wider, and 20px taller.

Your order of applying styles was wrong. The correct order is:
