I'm working on a project, when you hover it you should click it. It works perfect in all browsers. But for some reason it doenst work in IE

Your code is definitely more complicated than it needs to be-- unless there's some reason that you need to absolutely position elements, you shouldn't.
I believe there are two undesirable behaviors in your code in IE:
Margin-left: -250px in the div is pushing the element off-screen
The z-index of the elements is putting the img above the a tag. (link)
Rather than trying to fix these bugs in IE, rewrite what you have to wrap the img in the a tag.

Hi all I think this should be a relatively quick question but since I am a beginner to HTML and CSS I can't seem to figure this out.
I have the following CSS code:

It seems that the margin-left set in the div class (which I need as I am using a sidebar on this website) makes it so the content inside the iframe is off center (presumably by 160px). Is there a way for me to use CSS to easily fix this? Or will I need to resort to JavaScript to resize the frame? I am comfortable with learning either approach.

As I am trying to get a similar style for my webpage
I think the best fix is to simply create a container for the iframe that isolates it from the element with the large margin:

Even with no additional CSS, this should restrain the size of the iframe, which will get its size from the element without the large margin.
It's worth noting that layouts like that, which rely on large margins for side content, are somewhat archaic. Each part of the document should be contained in an element that doesn't care what's happening around it.

I'm not seeing the issue? Though, you might be better off using display:inline-block with matching html elements. Inline as in Have these elements in the same line

A few things I should note that you need to address as a beginner.
Don't use inline css
Don't use pixels (rem,em,or %)
Avoiding using position absolute
Don't use floats
Remember that good web applications have great continuity in their structure.
Until you get the hang of CSS, I might recommend Foundation's CSS or Bootstrap CSS.
This could be cleaned up a lot for you, and also simplifying your css/removing a lot of the inline styling:

It's the nature of margins vs padding. Since margins sit outside of the element, they won't render unless there's another element following. You could use bottom-padding of 1px on the parent; that should trigger the render.
You should assign position absolute and use bottom and right proprietes.

I had a case where I needed to add display: inline-block.
I can't explain why this worked, but it did! :-) Hope it helps someone.
Even when set display:block to parents and child divs, the margin bottom may not work. The best thing to solve this, after testing with paddings and big margin top values, is using position:relative; for the parent container, and position:absolute; for the child div. The div and other elements have already the display-block for default, so we don‘t need to declare it, as follows:

In the CSS I consider only the most relevant properties. You can add colors, backgrounds, font-families and so on, which will not affect the layout. I just coded the key properties to create the “effect margin-bottom”.

I can't tell exactly what is happening here, but taking a guess at how the elements above the headers look, I'd say you have a float issue. Try removing the "clear: both" from the h2 and add "float: left; width: 100%;" in its place.
The comments are correct that you're not really clear about what you should see but don't, but if I interpret you correctly you mean that "my headings aren't showing the margin and padding or background images that I expect".
I'm going to take another leap of faith to offer up a possible solution. I see

at the end of your html but I don't see a <div id="main-content> anywhere. It should either be at the top of the page, or before the block of h2s, depending on what you desire the outcome to be. Try adding <div id="main-content> before the first h2 tag and see if that solves it for you.
Edit: I see your problem more clearly now, but this is tricky to resolve without the live url to inspect. It could be a float issue, but the clear should resolve that, unless it's being overridden, so you could change to:
clear: both !important;
It could be a display problem, so try adding:
h2 { display: block !important; }
If there's a live url that would certainly help. Final thought is to make sure every tag in the entire page html is properly opened and closed. Redundant or unclosed divs can cause issues like this in my experience.
I have got this div..:

The problem with the div, is that, it would only show in ie8, if i give it a background color.
Otherwise the div wont exist, which means the user cant click on it.. why is that behavior common in ie8 and how do I prevent it

<div> tags are not supported as content for <a> tags inside of standard HTML. Some browsers try to acommodate for this, but you really can't depend on every browser implementation to handle it the same way.
However, you can make an <a> tag a block element (it is an inline element by default) and move the style from the <div> tag to the <a> tag. This would also eliminate the need for the inner <div> tag in your example.
try adding display:block or insert a ' '
also, check that your relative div is also rendering right.

Solved the problem, What I had to do is to use a transparent image, as a background.
