What are the best resources for both making sure that a website passes accessibility guidelines and for learning to build accessible websites?

I would like to ask, which one is mostly preferred development technology among HTML5 and qt5 ?; mainly on embedded devices by considering performance, animation effects. Also I would like to know few 'pros' and 'cons' of these two in embedded application development.

Your opinion about HTML5 and longterm SEO.
The big thing for me is that if the content tags are used properly, "garbage" data will not be indexed - things like words appearing in Menus or other non related places will not be searched for.
