Three things I want to do:
I need the navigation bar to sit below the header. This is probably
a simple fix, but for the life of me, I can't figure it out.

First of all your link doesn't work
1) Don't set position: absolute for nav ul
2) Use line-height rule (more detailed here)
3) Use margin or padding. Add margin-left: <whatever you want>px to #rightcontent
For #nav li, you don't need to do display:inline and float: left. I would just use float: left, and then you can adjust spacing using margin.
No need to use position: absolute on #nav ul, but if you are going to use that here is a tip that helps me all the time. If you use position:absolute in a container that you haven't specifically set to position:relative, then the absolute positioning is set to the entire page. However, if you have position:relative set on the container div, then you can absolutely position the child element anywhere within that div.
Like this:

this places the #nav ul 20px down from the top and 200px from the right within the #nav div. If the #nav div didn't have position: relative on it.. then the #nav ul would be placed at 20px from the top of the page and 200px from the right of the page.

These pages so far mean absolutely nothing, however,I wanted to style and format the links so that they are towards the top left of the web page and inline with each other, to do this, I have experimented with display: inline-block, however, for some odd reason that doesn't seem to work. The only thing you seem to be doing wrong here is the width: 15% that you've applied on the #menu.
Skipping that property and adding display: inline-block on your li elements should solve this.

I'm basically trying to get the navbar and site logo to show up on top of the 'mainbody'/background div; as of right now both of the other divs are hidden behind the 'mainbody' one.
I've seen some others posts on it but most just suggest to use float: left and clear: both as a solution, which hasn't worked in my case. Others have said it might be a positioning problem.
You need to use z-index. z-index specifies the stack order of the elements. The higher the number, the closer to the front the element will be.
Here's a simplified JSFiddle to show it in action. I took out HTML and CSS not necessary to the example, and changed the colours of the divs in order to see it more clearly.
I added 'z-index' of 0 on #mainbody, and z-index of 10 on #logo and #navbar.

Okay, because you said you just started with HTML and CSS I changed a bit more in your code.
At the moment your fixedwith div has no impact on the code (maybe you use it in your full website).
You applied the background on the whole topbar, that HTML-wise also contains your menu points, assuming you only want your headline to have that blue background I swapped that property to the h1-tag.
With this change the borderlines are overlapped b the headline, which should do the job.

What i did:
I fixed your html, img can not be a direct child of ul, only li can. No need for any extra wrappers anyway, so I just removed them and moved the id's to the image.
to make your logo be always on the left, I just floated it left
to make your menu be always on the right, I just floated it right.
to center that arrow, I went a bit more creative. I positioned it absolute (note the relative on the nav so it will act as the reference) and set the left to 50%. This causes the left edge of the image to be in the exact center. I then moved that edge to the left, by setting the left margin to negative halve the width of the image. If you do not know the width of the image in advance (or if it isn't an image, but some sort of dynamic content) you can also do transform: translate(-50%,0) in stead of the margin-left to get the same effect.

The problem you have is you only float your logo. You need to float all elements and add padding or width to align. Also add height to nav to display the background.

There are few CSS fixes that can be done
So nav elements (<a> tags) are floated, which means you must clear your floats. A quick way to do it would be to use overflow:hidden on parent element ( in this case, i'd go with ul which is #nav )
Also noticed some negative margins being applied on #nav element. Im not sure if it was a design decision -anyway, commenting them out will get the nav not to go out of screen.
And wherever possible - try to avoid giving fix height to elements.
