Problem is while doing an insert into mail table that time I have Triggered Value: lc_calc_value so lc_calc_value should be inserted from select query but it's not going to insert value.

Also your insert looks wrong. When I read it, you try to insert:
mail.date = 1
mail.subject = lc_current_time
mail.body = "Alarm...
...
I assume you messed up the query.

my situation is little more different then this question ....
i have a legacy database (it's not operational only use for reporting
purpose..)
in this DB transaction table was a auto increment tranx id column.
like 1, 2, 3 ...... but now our new report need meaningful tranx id
(yyMMDD<count of that day>) like this question. so actually i need a
select query to solve this problem.

The root cause serms to be the select that sets id_toko variable's value:

In the select you inner join tbl_transaksi_detail (the table with the trigger in question) on another table. However, in the 1st case tbl_transaksi_detail is still empty (the trigger is before insert), therefore id_toko variable is set to null.
This will result q being null, which in turn results in the entire calculation set to null.
In the 2nd case there is already a record inserted into tbl_transaksi_detail table, therefore the calculation returns a non null value. But it returns the correct values only because the 1st and 2nd records' details are exactly the same.
I do not really understand that select that calculates id_toko anyway. If that is a transaction id, then you may use last_insert_id() if it is auto increment and the transaction record has just been created or max(id_toko) to get the highest value of id_toko (this is not multi user safe).

I have a problem on MySQL stored procedure, already did another logic with IF THEN ELSE, but I still have problems which I cant understand...
The procedure consists on two user inputs: user_id and meet_id. The procedure define a variable called 'ue' which stores result of a bunch of validation (if user exists, if event exists, if event date is still valid, etc.).
After that, it does INSERT and UPDATE some data on multiple tables in IF THEN ELSE selector, and SELECT 1 (or 0) AS result depending of validation.
But my problem is: it always return me 0 as 'result', as if my validation variable was 0 when I do INSERT... And there is where things get weird, if I remove the INSERT [...]; line of the code, it returns me the value of validation correctly (1 or 0).

I have created 2 tables named snag_list and defect_list. I need to change the status field of snag_list to 2 when all the defect_list status should to be 2

and check the distinct count of status column if it is one and the value is 2 then update the snag_list a example would look like this
