Magento 1.9 Shipping methods not showing in checkout or frontend but they show on backend {orders} - magento-1.9

Hello Dear sir or madams,
My magento 1.9 store is configured for free shipping but in the check out I get:
Sorry, no quotes are available for this order at this time.
Also no shipping options appear in the shopping cart or frontend but in backend, I see free shipping in the orders.
Any help is appreciated.

Automatic Sales Tax in 4D

I'm hoping there is a soul out there who has some experience with 4D SAS. We use it for our inventory/sales management. What I am struggling with now is how to set up some sort of system to automatically calculate sales tax within our own state etc.

Currently we sell products in CA and we are required to adjust sales tax based on the locations of certain orders. We take orders online and that part is easy, currently WooCommerce can integrate with TaxJar or solutions like that to address our needs.
Any phone/fax/mail order however we input directly into 4D. This is where I am struggling. Currently when we have any of these orders, we have to then declare taxes at a later date etc.
What I am trying to do is set up either my own database (I think?) or what I would prefer to do, is have some external service integrate directly with 4d that would automatically calculate the necessary sales tax and include that in our totals.
So to TLDR my questions:
1) Is there an automatic 3rd party solution that I can integrate with 4d that will automatically calculate sales tax? If so does anybody have any experience in doing so?
2) If not, is there the ability to build a manual database of tax rates (based on zip codes for example) that can be implemented into 4D. If so does anybody have any experience in doing so?
If there is some sort of database entry that anybody is aware of or that someone can guide me to that would be much appreciated, and/or if anybody has experience with this specific issue and knows what to do that also would be great! Hope that helps clarify!
TaxJar or ZipTax both offer APIs that 4D can use to do lookups. IMO, REST is the way to go. I've integrated 4D with WooCommerce as well.
4D has a built-in Web Services (SOAP) Client so you could utilize any online API that has a SOAP endpoint.
4D also has built-in HTTP Client commands so you could also utilize any online API that has a REST endpoint.

Intergration of Paypal

i am thinking of integrating paypal into my clients website however wanted to check about a few things that i couldn't find in the documentation. I already have a working login system that starts a session upon logging in however my client wants the ability to give certain customers discounts. The discount amount can be manually added to the SQL database used for login (kept on PHPmyadmin) however is there any way for at checkout Paypal to take this value and subtract that percent form the total amount to be paid?

Move data from one prestashop version to another

I have a client website that is running on Prestashop v1.4
Because it has been "maintained" by a previous developer who modified core files and generally made a big mess, the upgrade module no longer works properly. Given that the client is handing over the project to me, and wants a new theme implemented, I am moving straight to Prestashop 1.6 and using the Compass/Boostrap 3 default theme as a base.
Obviously, the important thing is that the clients data should be migrated. So my question is, is it possible to make a clean export from Prestashop 1.4 of only the actual sales and website access data, skipping anything like module configs etc, in order to reimport it all to Prestashop 1.6?
This way, my client can keep his order data, access data, products, payments etc, and I can build a new theme without having to fight with an old installation or theme that have hardcoded rubbish in it.

I think you can choose many migrate module to do your request.
If you only want to upgrade the current site to 1.6 (or the latest version). you can create a new site and transfer all of the data from the current site to the live site.
After you had set up the live site completely, you just re-transfer data from the new site to the live site. you can use a module many times with the site that has been granted a license.
