Hard refresh and empty cache failing. - google-chrome

I updated the source code for my html page on a server, but when I refreshed the page in chrome, it didn't update. Then I tried performing a hard refresh and emptying the cache, but it still didn't work. I also tried opening the page in Firefox, which gave me the updated page, but chrome still didn't update the page for another few minutes.
(I'm using Chrome 63 on Windows 7)
Update: it seems that this problem only happens with small files online of at most 5KB or so.

I figured it out: change the extensions from ".html" to ".php".

Run SSRS on Chrome

I know that this question is asked zillion of times, but none of the solutions helped me.
I've followed this instructions:
http://www.macaalay.com/2014/01/23/show-ssrs-reports-properly-in-chrome-and-safari/
I can see rdl files, and can run them in Chrome, but result is not visible. When I set OverFlow to Visible in Chrome HTML (F12), report results magically appear.
When I try to append code part to js file in SSRS server, nothing changes (Chrome still doesn't show up).
Report runs correctly in IE, I've even restarted service and I'm using correct ctl id
What am I doing wrong according to that article?
If you have edited your ReportingServices.js file but no change is observed, it might be that the old .js file is cached. Press CTRL-F5 to force a full refresh.
You can also observe the .js file actually being used as per my earlier comments
You have to add below extension for chrome browser then it will work perfectly no need to change your JS and HTML code:
SSRS Report Display Problem On Chrome Browser
Simply go to your Chrome browser's setting page --> Extensions --> Get more extensions, then search for "SSRS". You'll find several SSRS Fix. Try and see which one works for your machine.

Firefox - can't refresh cached video file

Edited to clarify the underlying question.
I am trying to debug a simple HTML5 webpage containing one image and one video. Everything displays fine. The video plays correctly. But, when I try to refresh the page, everything is downloaded except the video file. I am using the Firefox developer tools but I can't understand what is going on.
On the network tab I see the .html file being downloaded, then the image.jpg file. But I never see the video.mp4 file downloaded. The video plays OK, but it is not the current version on the server. It seems to be a previous version that has been cached.
I'm mystified why this should be. The cache is disabled in developer tools. I'm refreshing the page with Ctrl+F5. It's as if the video is being served from some secret local cache that I don't know about. I'm using Firefox 47.0.1. The same thing also happens when I test with Firebug.
Edit. I have now tried Developer Tools in Chrome and it's exactly the same. The very first time I access the page, I can see video.mp4 being downloaded. On subsequent reloads, I see the .html and .jpg files normally, but not the video.mp4 file. It must be cached somewhere because it plays. I disabled the cache in Chrome Dev Tools. I cleared the cache explicitly and tried an incognito window. Apart from the very first time, I never see any indication of the video file being downloaded.
I must be missing something obvious. Can anyone else reproduce this?
Here is my HTML.
<! DOCTYPE html>
<html>
<head>
<meta charset="UTF-8">
</head>
<body>
<p>Test page.</p>
<img src="media/image.jpg">
<video src="media/video.mp4" controls="">
Display this if the browser can't play video.
</video>
</body>
Information moved from comments on an answer to the question:
1:
Thanks #nakji. Clearing the cache and private browsing made no difference at all. But closing the browser did. I reopened the browser after clearing the cache. On my very first access to the page I could see two GETs for video.mp4 with responses 206 (Partial Content). But after that it was back to the original problem. I will download Chrome and try that

#ManoDestro. I tried everything possible to force a fresh download of video.mp4. But it's not happening. I reloaded the page with Ctrl+F5. I turned off caching in Dev Tools settings. I cleared the cache manually. I tried a private browsing window. I can't think of anything else. It's like the video is served from a secret cache that doesn't obey the normal caching rules. I have used multiple tools to confirm that the file is not coming down the wire - FF Dev Tools, Firebug, and now Wireshark. Can someone please test with a similar setup?
After a whole day's Googling I can now answer my own question. It turns out that Firefox has a special "media cache" for HTML5 video and audio content which is completely separate from the regular cache that everyone knows about. It is optimised for the high bandwidth and huge files associated with media content. One of the devs, Robert O'Callahan explains it all here.
The dumb thing is that this media cache doesn't seem to get cleared when you would expect it to. In fact it never seems to get cleared. Ever. The result is that Firefox keeps serving up stale content from the cache when you really want it to fetch the media file again from the server. This was the problem I was trying to debug originally. Firefox kept playing the wrong video after I changed the file on the server. I couldn't get it to download the new version.
All the things you normally do to force a page reload don't work with the media cache. The following have no effect.
The user selects 'Clear recent history' and deletes everything.
The user turns off caching in Developer tools.
The user forces a complete page reload with Ctrl+F5.
The only thing that does work is closing the browser and starting again. I'm still finding my way around this complex area. If anyone knows any more about it, please comment.
I reported this as a bug to Firefox here.

Browser not showing code change after cache refreshed

Okay, before someone answers, note the following:
Refreshed Browser Cache 10-11 times
Added No-Cache Headers
I am definitely working on the correct file & directory
Tried on Chrome, Firefox, Safari, Edge.
Restarted droplet 3-4 times
Waited for 2 hours (If propagation delay)
Pure HTML. No PHP or any server script.
Using an Apache Server
Uploaded using FileZilla, WebStorm's Upload, and directly from the terminal as well.
When I make an update in the code and upload it on the server, and view the code on NANO, it shows the updated code. If I download the code and view it on ATOM, it shows the code. If I open the downloaded file on any browser, the developer console doesn't show the change. Even online, it doesn't show.
If I remove that element completely, it doesn't disappear. When I remove the whole body, or delete the file itself, the browser shows 404 or removes the whole body.
Any ideas?

Page changes not displaying on my computer only

I have come across a strange issue with my company's site, and it seems to only affect my computer. Changes that I have made to the raw HTML are not reflected in my browser (Firefox).
I have taken the following steps to resolving this issue, without any luck:
Ensured that the page was uploaded successfully to the correct directory (downloading the file from the server shows that it is the same file as the one just uploaded).
Cleared my browser history and cache, refreshed the page.
Opened the page in other browsers (IE, and Chrome).
RDP'd into our server and opened multiple browsers that way.
A colleague of mine sits directly across from me and he has opened the page in the same version of Firefox that I typically use and he can see the changes. He and I both work on the site regularly.
The strangest part is that I have made changes to this page before, and they showed on my screen instantly. These changes are still in place and visible, yet some HTML elements that existed before I made those changes do not show on my screen currently (despite still existing in the HTML).
Has anyone else ever experienced such a phenomenon? Is there anything else that I can try in order to resolve this issue?
Have you tried forcing cache refresh? Try it by clicking Ctrl + F5

Webpage displayed in Incognito, not in regular Chrome

So i have been running into this problem with a lot of Wordpress sites lately, usually occurring when i am logged in as Admin, so i couldn't post here because no one would be able to view the problem. However, i just found a site that it happens on that doesn't require admin creds.
http://www.otisports.com/
When i visit this site in Chrome (Version 34.0.1847.137 m), it just displays a blank page. No errors, just the (what now seems standard) event.returnValue is deprecated. Please use the standard event.preventDefault() instead. warning. I have seen that warning signify problems on the site, but they are usually minor, not to the extent that the above URL displays. However, if i open an Incognito window and visit the site everything works perfectly and there is no warning. Does the Incognito window deal with webpages in a way that is so entirely different that it would cause something like this to happen?
I have been racking my brain trying to figure this out. Can anyone reproduce this? is it a bug in chrome?
EDIT: I just tried to open a bounty on this question and the EXACT same thing happened. In Regular Chrome, nothing happened when i clicked the start a bounty link and i saw various errors Undefined is not a function however in incognito everything worked perfectly. what gives?!
EDIT: Yes, i have cleared the cache, history, cookies, everything, and i still get the same errors. I cant even post a comment on this question because of errors...
I came across the same issue when trying to open evernote.com. It loaded successfully while using incognito mode in chrome. Let me share how I fixed this even though the original post is way too old. But maybe someone can find it useful.
I'm using chrome (Version 73.0.3683.103 (Official Build) (64-bit)) running on Linux Ubuntu 18.04.2 LTS.
I tried disabling all extensions and clearing browser data/cache but nothing worked. PS: Disabling adblock previously worked for me. Yes, I stumbled over the same issue before and whitelisting evernote in adblock solved the issue. But it didn't now.
The following is what worked for me:
Open developers tools (CTRL + SHIFT + J).
Navigate to Applications tab.
Choose Clear storage from the side menu
Hit Clear site data button.
After reading the comments I dug into chrome and saw there was a bunch of extensions still sitting around that were definitely malware and I thought I had previously deleted. Instead of picking through them one-by-one, I just deleted everything, re-installed Chrome, and now everything works great!
I had the same issue. My application was working in Incognito mode and in Firefox but not in Regular Chrome. I even disabled all the extensions but no luck. I eventually cleared the Cached images and files because on developer console I found out that the regular chrome was still picking up the old file due to caching. So as soon as I cleared it, my app showed up like a rocket :)
Try removing any non required extension .
Specifically AdBlock
I resolved the problem post that.
Since on Incognito , extensions are disabled, hence page run as expected.
I resolved this unforeseen issue using following steps.
CTRL + SHIFT + DEL > Clear Browsing Data.
Cookies and other site data
Cached images and files
This is for Chrome Browser.
Open Console (Ctl+Shift+I) first.
Then under the application tab, you will find some options on the left, find out the application there, you will find it at the top.
There you will find Service Workers.
Under Service Workers, there will be three checkboxes. Select Update on reload checkbox and reload again.
I had the same issue after installing React-Sight Extention.
The Page hanged but not in the incognito mode.
Try deleting any recently added or junk extension.
Delete your cache.
That worked for me
I had a similar issue in chrome, in my case the problem was that I could log in to my university library's website only in incognito mode. After some digging, I figured out that Google Translate extension was set to automatically translate any page. When I turned that off and instead selected never translate that specific page, it started working in the usual mode as well.
This is rather an old issue but still happens. None of the solutions recommended here and there did not solve the issue in my case.
I somehow noticed this is related with a -some kind of- corruption on the user profile.
This is how I solved it:
Close all Chrome browsers.
Open a Google page on Chrome.
Sign-out from Google (rigt click your profile picture on a Google page, not on the Chrome itself), and sign-in.
If this doesn't work:
Close all Chrome browsers.
Right click Chrome icon and select Google Chrome.
Delete your Google profile on the "select your profile" page.
Close Chrome.
Open Chrome, sign-in.
uBlock Origin was the culprit in my case. Once I allowed the site in uBlock Origin, pages loaded correctly in normal Chrome.
