Browser not showing code change after cache refreshed - html

Okay, before someone answers, note the following:
Refreshed Browser Cache 10-11 times
Added No-Cache Headers
I am definitely working on the correct file & directory
Tried on Chrome, Firefox, Safari, Edge.
Restarted droplet 3-4 times
Waited for 2 hours (If propagation delay)
Pure HTML. No PHP or any server script.
Using an Apache Server
Uploaded using FileZilla, WebStorm's Upload, and directly from the terminal as well.
When I make an update in the code and upload it on the server, and view the code on NANO, it shows the updated code. If I download the code and view it on ATOM, it shows the code. If I open the downloaded file on any browser, the developer console doesn't show the change. Even online, it doesn't show.
If I remove that element completely, it doesn't disappear. When I remove the whole body, or delete the file itself, the browser shows 404 or removes the whole body.
Any ideas?

CSS code not working only when website is live

I'm working on my website, matthewbellanalytics.com, and I have been trying to make some changes to the contact.css CSS of the contact page. I edited the CSS file and the changes that I was seeing offline weren't reflected online.
Specifically, I changed the background-color:blue, which worked offline as seen here:
I then replaced that file on my hostgator server and I double checked that it was replaced correctly by re-downloading the CSS file from my cPanel.
background-color:blue was definitely still part of the code.
But when I view the website online. background-color:blue, is mysteriously not part of the CSS file anymore.
I assumed this must be a caching issue so I cleared the cache on both firefox and chrome, but still no luck. I then tried opening the website on Opera which I haven't done before so there should be no cache. No luck.
The online page still isn't updating to blue, and looks like this:
Check the css file path. In server the path might vary.
I was able to solve it in chrome, but not firefox, by going into the developer tools and disabling the cache from there under the "network" tab. No other method of clearing cache seems to work.

Hard refresh and empty cache failing.

I updated the source code for my html page on a server, but when I refreshed the page in chrome, it didn't update. Then I tried performing a hard refresh and emptying the cache, but it still didn't work. I also tried opening the page in Firefox, which gave me the updated page, but chrome still didn't update the page for another few minutes.
(I'm using Chrome 63 on Windows 7)
Update: it seems that this problem only happens with small files online of at most 5KB or so.
I figured it out: change the extensions from ".html" to ".php".

Run SSRS on Chrome

I know that this question is asked zillion of times, but none of the solutions helped me.
I've followed this instructions:

I can see rdl files, and can run them in Chrome, but result is not visible. When I set OverFlow to Visible in Chrome HTML (F12), report results magically appear.
When I try to append code part to js file in SSRS server, nothing changes (Chrome still doesn't show up).
Report runs correctly in IE, I've even restarted service and I'm using correct ctl id
What am I doing wrong according to that article?
If you have edited your ReportingServices.js file but no change is observed, it might be that the old .js file is cached. Press CTRL-F5 to force a full refresh.
You can also observe the .js file actually being used as per my earlier comments
You have to add below extension for chrome browser then it will work perfectly no need to change your JS and HTML code:

Simply go to your Chrome browser's setting page --> Extensions --> Get more extensions, then search for "SSRS". You'll find several SSRS Fix. Try and see which one works for your machine.

Google Chrome source code reloading

How do I reload a page in Google Chrome, so the source code will not change?
In other words, if I change some text on the page with developer tools, and reload the page it loads the source code from the server. How can I reload the page so it will keep my previous changes I made?
To be more specific:
I enter a page
I edit content with Developer Tools
I press reload
I get the original version
As far as I know I must forbid Google Chrome to download source code from server or load a cached version, but how I to do that?
As far as i know isnt this possible, because when you press reload, Chrome automatically "deletes" your webpage that is shown at the moment and gets the source from the server again. You could try to save your changed webpage in the cache of a proxy server and then get it from there.

Page changes not displaying on my computer only

I have come across a strange issue with my company's site, and it seems to only affect my computer. Changes that I have made to the raw HTML are not reflected in my browser (Firefox).
I have taken the following steps to resolving this issue, without any luck:
Ensured that the page was uploaded successfully to the correct directory (downloading the file from the server shows that it is the same file as the one just uploaded).
Cleared my browser history and cache, refreshed the page.
Opened the page in other browsers (IE, and Chrome).
RDP'd into our server and opened multiple browsers that way.
A colleague of mine sits directly across from me and he has opened the page in the same version of Firefox that I typically use and he can see the changes. He and I both work on the site regularly.
The strangest part is that I have made changes to this page before, and they showed on my screen instantly. These changes are still in place and visible, yet some HTML elements that existed before I made those changes do not show on my screen currently (despite still existing in the HTML).
Has anyone else ever experienced such a phenomenon? Is there anything else that I can try in order to resolve this issue?
