I am working on a project where I want the user on a website to be able to input text into w3-cells.
I am using w3 cells because they automatically change shape to fit the page, but I am having issues making a textArea to automatically change shape with the layout.
It seems to me that the HTML is not even being changed by the CSS, but I cannot find any bugs in my code :/.
Note: The CSS for the textArea of the ideaText works fine; my problem is with the bodyCells.

You have wrong css selector, which don't "catch" the html elements you want. There is no textArea#bodyCells in your html. textArea#bodyCells search for <textArea id="bodyCells">, which don't exists in you view. This is why it looks like css is not working at all for that element.
Btw, I advice you to only use classes (without ids) in css selectors. Simpler selectors will be easier to maintain and develop. :)
It's just a tiny mistake in the order of the selectors.
What you've typed:
textArea#bodyCells{}
What it should be:
#bodyCells textArea{}

I wrapped your code in a main container .container-fluid and in a .card element, both can be found in the bootstrap documentation.

Your div is not showing up, because it doesn't contain any content. Add height property to its inline CSS.
If you want a div stay on top you should set:

As you can see, the arrow is not at same height as rest. But, if I will remove bootstrap (remove first html line), it works just fine. Problem is, I need to use bootstrap on my site. How can I fix that?

You'll notice that the text area has a class, the note that appears under it also has been put into a span. I felt it better to use the <strong> tag when highlighting the bold text. You could go one step further and add a class in your CSS just for bold text. That will allow for re-usability.
I altered the CSS so that the container div which has .mainbody has the text aligned in the center. The rest of the changes are:

Can be done via the w3c Markup Validation Service
Add below css

Given that it seems you are willing to change your HTML, I would recommend you simply add <br> after the first name, instead of wrapping the last name in any other tags. This would be deemed best practice.
The HTML <br> Element (or HTML Line Break Element) produces a line
break in text
This will give more semantic HTML- without the need to adjust native element styling, or clutter your DOM with uneccessary nodes.

I don't see what you are asking, it seems like the jsfiddle is what you are asking here.
But you can always set width to 100% so it cover for the text, if you want all that text in the same div then put it all under one Div tag.
