So, the problem is, when I see in the mobile view, the button is in the left margin, not aligned with the other links.

Yes, you need to set a margin to the button.
.navbar-btn { margin-left: 15px }
and it will be aligned with the other elements.
Of course, you would need to specify the breakpoint, at which the mobile view is present.

I can see in the CSS a rule, and I think is possible that is the problem.

The margin-right: -15px; is the possible problem. This rule is in navbar.less in bootstrap folder.

Is there any way by which I can make such code non-responsive? What I essentially want it to do is instead of responsively changing the design, I want it to get clipped good old fashioned way and make the page horizontally scrollable.

Change the css for .nav > li and .nav > li > a. Both should be display: block by default (Bootstrap). Change them to display: inline. Style the rest according to your needs.

I think this is what you're trying to do based on your diagram. Probably the simplest way to go is to create a div above the navbar for a second brand location. You can hide one or the other brand location with a hidden/visible class. And the profile link can be placed inside the navbar-header so it's visible across all viewports, it just needs to be positioned correctly on the right and the navbar-toggle floated to the left.

So when it breaks into small size give brand to full 12 columns using col-sm-12 class so it will break profile to down
I'm seeing an odd layout in Safari using a bootstrap nav header. This only shows up on first page load sometimes. Refreshing the page gives the correct layout (Opening a fresh window and pasting in the url triggers the incorrect layout fairly consistently.)

This seems like a Safari bug.
I solved it with following:
Absolute position the real logo.
Add a 120px (width of the logo) left margin to the #path
This was complicated by the navbar collapse section, which would shift over the #path into the logo when collapsed. The easiest solution was to wrap the #path in another .navbar-brand class, #path-nav here. Finally, Firefox needs path-nav to use float: none.

When my web page is shown on small devices the menu collapses as expected and when you click on the collapsed menu icon the drop down menu appears, again as expected. However when you click on the icon again the menu does not collapse as it should.
