I have 3 cartridges: PHP 5.4, MySQL 5.5 and phpMyAdmin 4.0. Every time I commit any change to my openshift, I see that my website is down because Apache is restarting but, is this really necessary? Is there any way to avoid it to restart everytime?

Im trying to enter and it says This site can't be reached: connection refused... also, I made sure that the settings are right on the html files of the modules I am currently using which are apache and mysql. I've read through the web and someone said that I had to stop the apache module or mysql module, already did it, but no luck... any help with this problem?
As far as I know, you are no need to use the port number.

What are you using as your local server? Have you restarted the services? Does it say your localhost is running properly?
How does one keep OpenShift gears up-to-date? For example, updates to:
The Linux kernel
Important components/libraries like libc
Apache
Apache modules like mod_wsgi
Python
Python packages
Does OpenShift automatically update these and then restart the gear (or reboot the node)? Or does OpenShift send email notifications and the end-user can restart the gear during maintenance windows? What is the model?
What got me thinking about this was back in January there was a remote-code-execution bug in Ruby on Rails that everyone had to patch immediately.
This FAQ seems to suggest that some level of upgrades happen automatically, but it isn’t clear whether this only applies to the OpenShift-specific code, or also other components like the kernel, Apache, etc.
I can tell you from my experience that changes to the openshift system are not always automatic. They had a change about 10 days ago and I'm still tracking down what they did to make my app run correctly. As far as I know there was no email sent. I did find a blog post of some of the major changes, not all. Of course, they introduced at least one bug that I know of. YMMV
My experiences over the last few weeks have been the following:
Last week there seemed to be an unannounced reboot of the server. I detected this by logging from a custom action hook. I didn't receive any email about it and I didn't see any notice at https://twitter.com/openshift_ops or https://openshift.redhat.com/app/status.
This week, there was the Heartbleed OpenSSL vulnerability and it seems like some gears were restarted. I didn't receive any email about it, Twitter didn't show anything, but there was information on the status page.
I'm developing a Sinatra and MySQL application. I'm using as development environment a Macbook Air and an iMac. The server runs on a FreeBSD VPS running unicorn behind nginx.
I'd like to somehow automate the whole procedure, I develop in both iMac and MBA. Depends on time I have free in the office (MBA) or time I spend writing code at home (iMac). I have setup MySQL on both macs.
I manually dump and restore the database in order to be able to test my application locally before making any change to the server.
I'd like to automate the process of: Syncing the MySQL database if possible, keep the code up-to-date to all locations without using cloud storage if possible.

I think there are many ways to solve this problem.
So this is just on idea how to achieve this.
Create a git repo on your server and write a small shell script which sync your db from somewhere. This script can you trigger by a git hook http://git-scm.com/book/en/Customizing-Git-Git-Hooks#Client-Side-Hooks

We have designed an application using .NET framework. There is a client application and a server application. The client applications, webpages, android/ iphone applications fetch data from the server using the WCF service.
My issue here is that some of the data that can be set by the user on the application is being saved on the server but cannot does not reflect on the client side once the application is restarted, we have designed the application in such a way that every change on the client side will be reflected on the server side, this is done to make this a cloud based application.
Some of the settings changed or value input on the client side is updating on the server successfully but does noes reflect on the client machines using the direct MYSQL service. However there are absolutely no issues while using WAMP as the MYSQL service, i.e the clients using the WAMP server can see the changes made. We have tried matching the versions and also have tried new and old versions of the standalone MYSQL. Firewall settings all seem fine. Since we prefer to install the standalone MYSQL over WAMP on our customers machines, it would be great if you could shed some light on the possible issues. Is there any difference in the initial config of MYSQL and the default config of WAMP MYSQL.
Hence if there is any thing in particular to note or tweak in this regards it will be really helpful.

I don't think you'll get a really good answer to your question, because the term "WAMP" does not refer to a specific package, but rather any package that includes Windows versions of Apache, MySQL and PHP (and sometimes Perl instead of or in addition to PHP). See this link for a list of some of the available packages:

Those packages come with different standard configurations for MySQL. Since you didn't say which WAMP package (and version) you were using, there is no way of knowing in what way their standard configuration differs from a plain MySQL installation (where the version is also important)
Have you tried just running a diff on the respective config files?
We set up SQL server in a cluster. We then used one of the BizTalk servers and installed SSIS on it. We then configured BAM. Everything looked fine until we needed to run some of the SSIS jobs to archive stuff. They don't seem to have been created ...
We then tried to change the value in the MsDtsSrvr.ini.xml file and restart the SSIS on the BizTalk server and tested again but still no luck.
What do we need to do and where do we need to change the value in the MsDtsSrvr.ini.xml file?
In this post Richard S. discusses problem but I can still can't seem to get it to work ...
Difficult to say exactly what the problem is based on your comment.
Couple of things you could check:
Is your sql server database installed on a named instance?
What rights does the account that you used to run the install have?
