That is not supported on Windows Phone. You can only sideload apps under certain conditions (such as having a dev account or I think a max of 2 apps).
Either way, you have to install it using MS tools, there are no API's available
No there isn't. There are a few options for installing xap files.
Install it in a developer unlocked device using the SDK tools
Publish it as a beta, selected users can download it from the store
Publish it the normal way (duh)
Company deployment.

I have developed a windows phone 8 application. I have a developer account and unlocked device. Now I'm able to deploy/install the application in my phone through windows phone development sdk.
Now I want to install this application in another device ( a device of my friend, who is in different location). I don't want to put this application in the app store. I want to mail the XAP file only to him. So is there any other way to install this (XAP file) application in his mobile.

Your friend has to unlock his device with a developer account in order to install it. Can use the "Application Deployment Tool" to install the XAP.
(This goes well only if your friend is a developer)
Answer 2: (Easiest way for your friend to install)
You can release a beta in the store, and include the Microsoft ID of your friend as a beta tester. And after releasing the app, you can email the link to your friend. Beta release is fast and it usually goes live within 1 hour.
You could use the "Targeted distribution to customers with specified email addresses".
That means that you will publish the app on the store, but it will only be available for the users that you want.

This is a guide to publishing applications in Windows Store. Important -Silverligth app supported only Windows Phone and not supported Windows 8 and Windows 10. For supported Windows RT you need to make migration to universal app.
Windows App certification kit is very nice utility. Before publishing app use this app for analysis. When i run analysis of my XAP file using this utility, I found that i was using some default images that was main issue in certification failure. Now i am updating that. And will let you if this works or not.
I'm developping an application with Cordova targeted for Windows phone 8.
I'm able to build a De bug or Release Xap for windows phone and deploy it on device using usual tools. The matter is that my clients want to test it too but they don't have any of sdk tools (only a device).
What is the better solution to do that ?
Installing Xap file from sd card or phone storage doesn't work (company issue message). Sign xap with sdk tools for testing and then retry to install it from sdcard doesn't work.
Is the beta test store the only solution ? (Very long procedure)

The easiest way is just to create a beta and send them a download link. It's done in less then 5 minutes and you can update the app quickly, publish it again and retest it within minutes.
For eg. we use https://testflightapp.com to distribute iOS app (also android now) and for Android directly send across the .apk file. But windows phone is not allowing installing the app directly using build .xap file.
This is only possible when the devices of the testers are registers as developer devices. This in turn means that your testers need to have a developer account. You as developer can register up to 5 devices as developer devices under your account, even if they don't belong to you. Other than that you cannot deploy an xap package onto a device.
When you upload an app to the Windows Phone you can mark this app as beta. This will lead to a reduced certification time and you can update your beta any time. Then you can provide up to 10000 E-Mail addresses of users that will test your app and only those will be able to download it. You can find more info on that here
Is there a way to install signed applications over the air on the windows 8 and windows phone 8 platforms?
I'm looking for something similar to iOS wireless app distribution with its itms-services:// uri scheme. Basically, I want to direct users to a web page where they can download and install a signed application package on their device by clicking a link.
But it seems (from the information I gathered from the available documentation) that Microsoft allow app installation only by using the Windows Store, or by Sideloading (in the case of Windows RT, 8 Pro and 8 Entreprise) or by enrolling users phones for company app distribution (in the case of Windows Phone 8).
are these really the only methods available?

For the Phone you could use the beta testing feature. It will not show in the store and only be available for users you have registered via their Microsoft account formerly Live ID. The app will run through certification and therefore will not be hosted on your own server.
For Windows 8.x you will still have to go the side loading route as there is currently no beta testing feature available.
