I want to create a website that has a map that will track my phone's location. I'm not asking for specifics here. Just is it possible to do without creating my own app on my phone and using the Google Maps API or is there a lot more that I need?
You'd need two apps:
A server application that listens to the phone and displays the phone's location
An app on your phone that reports the geolocation to the server
Both should be fairly trivial, but it does mean you'll have to have the server application hosted somewhere. You can't just "pull up" the phone's location remotely - that would be a massive security hole. Imagine if a stalker got a hold of that...

My mobile App needs to give the user the possibility to select a city in a cities list.
Google geocode has proven very good. For example, I can use the french "Londres" for London or the Italian "Parigi" for Paris.
But the usage limits (https://developers.google.com/maps/documentation/geocoding/?hl=fr#Limits) say that I cannot use it without a map. Using a map on this part of my app would be confusing and slow too. I use google maps in other parts of my app.
I know there is another Google API to get the list of locations and all one needs to display is a Google logo but I cannot remember which API it is.
Is there a way to bypass this restriction
You might want to have a look at the Places Autocomplete API. I believe you can use it without a map provided you include the Google logo (which is included by default).

So I have a windows phone bought from service provider A, that I want to use to develop an app for service provider B. now the problem (I believe) is that service provider A has preloaded info on the windows phone under the extras+info -> additional info (like hardcoded a value). So what happens is although I put a SIM from service provider B into the phone it still gets detected that the device belongs to service provider A.
Now my question is, can I somehow overwrite that info on the phone using my app, or is it even possible to change that info, could it maybe be another setting or something on the phone that I am not aware of.
I strongly believe this is not possible without OEM capabilities.

I'm going to make a web app using html5.
The app are going to be able to send a push notification to the phone even if the web app isn't used. Is this possible?
This is not possible natively in browsers yet, though W3C standards for browser-based push notifications are finalizing this year.

The only options are to:
wait for Apple, Google, etc to implement the W3C recommendations in their browsers (if I were to guess, probably late 2012, early 2013)
have users install a native app that pushes notifications on behalf of your web app (like AlertRocket)
use SMS text messages through an SMS subscription service

I have writen an app for the computer in java, but i don't want to give it out for free. I only want to charge somewhere between $0.99 - $2.99, is there a website that i can upload it to, to do this for me. I am looking for something like the apple app store, or the android market, but for the computer. Does this exist?
A quick google search came up with this. Allmyapps is a place where you can buy and sell applications (Windows only, as far as I can see), and it also seems that it can manage the installation process (for example, combining the installation of several apps into one, thus making system rebuilding very easy).
Check out their terms of service for developers here. As I can see, you can sign up for free, and keep 80% of sales revenues.
This question should be moved to Programmers.SE, but the only PC "app store" I'm aware of is Intel's AppUp.

My site has a large number of local service providers and their location information.
I'm assuming this is the sort of thing Google would like to index in their Maps or Places product since I see their map widget come up in related search results.
Google Places allows you to do a bulk upload but it has a verification process designed for individual business owners where they call or mail you something.
I've looked a bit into KML or GeoRSS. Has anyone had success using these methods to get Google to index location data that appears in their maps search results?
Have you reviewed the Google webmaster tools documentation for sitemaps?
