Html list messing up in IE7,8,9 browsers - html

I have created a site for a Hebrew client. Here is the live demo link:

The top row with links "About Us", "Contact", "Register", "Log In" is not showing properly in any ie browser. The icons should show on right of the text. I have tried different floats and margins, paddings, but it only messes things up.
How do I correct this code, please?

How to positioning two elements side by side

Sprite not working (background not adjusting and link is non-existant?)

This is so frustrating because at one point it was working and now it isn't. I have social networking buttons at the bottom of a site i am using. I am using a background image so when the user hovers over a button it changes from the black and white image to the color version. This was working before and i don't remember changing anything but now it doesn't work and it's really frustrating.

I added in the .footwrap and .footer classes because they would apply to the social networking buttons although I believe they have no effect. But just in case I missed something...
ALSO!!! not only does the background not change on hover but it's like there isn't even a link there.
don't use display:block/inline/inline-block
combine the background and position into one line, it's better
use margin, not padding.
add full url into the hover images
add height and width into the hover images
add the image to the div, not the a
use negative numbers, not positive numbers.
make sure the image at http://yoursite.com/images/snicons2.jpg - if not, then update the URL accordingly.

I dont think setting background image on hover helps.
Is the image accessible in the first place.
Can you check that by going the image URL.
If your page URL is http://your.domain/abc/def.html

EDIT I didn't explain why... You should act as though the anchors are what you are modifying and that the divs are just containers for those anchors. Your a:hover had just background positioning. Unless that's what you were going for. In that case, ignore me.

Please Help Me With My Footer

I'm using Dreamweaver to edit a template that I got for my new business website. I'm having a problem with the footer and I'm not sure if it's an HTML issue, a CSS issue, or an I'm just an idiot issue. No matter what I do the footer extends down too far. Your use of line-height in all of the child elements of the footer is causing the footer to expand downwards vertically, and without a height value given for the parent div they are free to expand. Either change the line-heights to smaller values, or prescribe a height for the parent footer div like so:

Margin collapse after relative positioned div

Short story: my footer doesn't react to margin-top, i've tried many various way (well it actualy works on very big numbers, which shows that margin is led from previous element, the image container).Here's the code:

Wasn't sure which parts of css to drop since as long as suspected parts changes didn't work for me it could be anything i guess. If it's too much please tell i'll drop unnecessary parts.
